According to the bureau, under its protocols, it should have assessed the tip as a potential threat to life. It should have forwarded the information to its field office in Miami. FBI agents in the area could have taken proper investigative steps if they received the information.

Gov. Scott called on FBI Director Christopher Wray to resign after learning about the agency’s failure. He called the bureau’s mistake “unacceptable” and its apology will never bring back the life of the 17 victims.
