Accused of torturing women more than once 

Before moving to Oregon in 2022, Foster held his former girlfriend captive in her Las Vegas apartment for two weeks.

According to the Las Vegas police report, “the victim had been forced to eat lye, was choked to the point of unconsciousness, and suffered broken ribs, two black eyes, and injuries from being bound at the wrists and ankles.”

Foster’s Las Vegas victim was able to escape.

A SWAT team arrested him. And he was charged with five felonies, including assault and battery. But due to a plea deal with the Clark County prosecutors, he was allowed to plead guilty to one felony count of battery. And to a previous misdemeanor charge of battery constituting domestic violence in August 2021.

Foster was sentenced to two and a half years in prison. He had been jailed for 729 days awaiting trial. So, he served fewer than 200 additional days after his guilty plea.

At the time of his Las Vegas arrest, he had other pending charges against him. He was charged with carrying a concealed weapon without a permit. And had a pending trial for a 2018 case involving domestic violence.
