16 Children have been rescued from what Ohio authorities describe as one of the most disturbing child abuse cases they have ever encountered. The children, ranging in age from 18 months to 18 years old, were found living in deplorable conditions inside a home in Vinton County, Ohio.

4 Adult family members were arrested which prompted an emotional response from Gov. Mike DeWine.

Investigators allege the children had been confined to a small, filthy room inside the residence, where they were surrounded by human waste and hazardous living conditions.

Officials say several of the children suffered significant injuries, while others showed signs of severe neglect and developmental delays. The case has shocked residents of the small village of Hamden and prompted an ongoing criminal investigation.

Governor Mike DeWine Describes Heartbreaking Tragedy

Ohio Gov. Mike DeWine described the discovery as a tragedy and pledged state assistance to local authorities and child welfare officials.

"Ohio Attorney General Andy Wilson has kept me informed about the tragic situation in Vinton County," DeWine said in a statement released by the Governor's Office.

The governor said he spoke with Vinton County Sheriff Ryan Cain to offer support and confirmed that the Ohio Department of Children and Youth is assisting Vinton County Children's Services as the children receive medical care and protective services.

"It is heartbreaking to learn the conditions that these children were living in, and to learn of their medical conditions," DeWine said. "Fran and I pray for these children and thank the children's services workers, law enforcement officers, and medical personnel who are helping them."

16 Children in Horrific Living Conditions

According to Ohio Attorney General Andy Wilson, investigators encountered conditions unlike anything many experienced officers had previously seen.

Wilson said the home had deteriorated so badly that portions of the floor were collapsing, leaving the children "literally about to fall through the floor."

Officials reported that two children suffered injuries severe enough to require air transport to specialized trauma centers. Seven additional children were taken to hospitals in Columbus, with one admitted to an intensive care unit and placed on a ventilator.

Investigators also said several of the children could not speak despite their ages, raising concerns about prolonged neglect and isolation.

Authorities described the conditions as "worse than livestock," alleging the children had spent years living in overcrowded, unsanitary surroundings.

Four Family Members Abused 16 Children

Authorities arrested four relatives in connection with the investigation:

• Gary Siders Jr., 36
• Elizabeth Siders, 33
• Gary Siders Sr., 73
• Christina Siders, 67

The adults have been charged with multiple counts of child abuse. According to investigators, the family frequently relocated over the past two decades, and the children were not enrolled in school for extended periods.

Officials believe the children spent much of their time confined to a small room inside the home, although investigators have not publicly disclosed how long the alleged abuse continued.

The criminal investigation remains active, and prosecutors have indicated that additional evidence is still being reviewed.

Community Left Stunned

The discovery has deeply shaken residents of Hamden, a village of roughly 700 people in southeastern Ohio.

Many neighbors said they never realized so many children were living at the property.

Emily Collins, owner of VC Farm & Floral in nearby McArthur, told The Associated Press the case has left the community devastated.

"Right under our noses and nobody was able to help them sooner," Collins said. "It's just crazy with all the wonderful things going on in our little Hallmark town and this is what puts us on the radar. It's really sad."

16 Children Abuse Investigation 

Authorities have not publicly disclosed what separate investigation led deputies to the home on June 30, ultimately uncovering the alleged abuse.

The rescued children are now receiving medical evaluations, counseling and protective care while child welfare officials work to determine their long-term needs.

Investigators continue gathering evidence and interviewing witnesses as they seek to determine the full scope of the alleged abuse.
