New York Governor Andrew Cuomo engaged in sexual harassment, breaking state and federal laws, according to the independent legal experts who investigated the allegations against him.

In March, New York State Attorney General Letitia James appointed legal experts, Joon H. Kim and Anne L. Clark to lead a thorough investigation into sexual harassment allegations against Gov. Cuomo.

In their 165-page report, the investigators concluded that Gov. Cuomo sexually harassed multiple women including current and former state employees. They found that the governor engaged in "unwelcome and nonconsensual, as well as making numerous offensive comments of a suggestive and sexual nature that created a hostile work environment for women."

Additionally, the investigators found that the governor's office is "filled with fear and intimidation." Gov. Cuomo's "frequent flirtations and gender-based comments—contributed to the conditions that allowed the sexual harassment to occur and persist."

Furthermore, they found that Gov. Cuomo and his senior staff retaliated against a former employee for stepping forward with her complaint of sexual harassment.

In a statement, AG James said, “This is a sad day for New York because independent investigators have concluded that Governor Cuomo sexually harassed multiple women and, in doing so, broke the law."

“I am grateful to all the women who came forward to tell their stories in painstaking detail, enabling investigators to get to the truth. No man — no matter how powerful — can be allowed to harass women or violate our human rights laws, period," added AG James.

The investigators interviewed 179 individuals, including complainants as well as current and former employees of the governor's office, over the course of the investigation. Gov. Cuomo cooperated with the investigators. He answered qustions under oath.

Gov. Cuomo denied the most serious allegations against him. The governor offered "blanket denials" or told investigators that he had a "lack of recollection as to specific incidents."

Gov. Cuomo strongly denied sexually harassing women

In response to the findings of the investigators, the governor said he called for an independent review and cooperated with the investigators. He added that he ""let the process unfold" and "made only limited comments" because he didn't want people to say that he interefered in the investigation.

According to Gov. Cuomo, "It's been a hard and a painful period for my family especially as others feed ugly stories to the press. But i cooperated with the review and I can now finally share the truth. My attorney, who is a non-political former prosecutor has done a response to each allegation and the facts are much different than what has been protrayed. That document is available on my website."

"First, I want you to know directly from me that I never touched anyone inappropriately or made inappropriate sexual advances. I am 63 years old. I have lived my entire adult life in public view, Thatv is not just who I am and that's not who I have ever been," said Gov. Cuomo.

Meanwhile, Albany County District Attorney David Soares said office will conduct an investigation into the governor's alleged misconduct. Soares said his office "will be formally requesting investigative materials obtained" by the office of AG James.
