    [USA HERALD] - America's young men aren't working. A smaller share of them aren’t working, anyway. As of April, about 86% of prime-age men — those between 25 and 54 — were employed, a significant drop from the 1950s and 1960s when that number was closer to 95%. Even more concerning, only 52% of men aged 16 to 24 are working today, compared to well over 60% decades ago.

    There are many explanations for this trend — economic recessions, disabilities, low wages, and more. However, one factor that isn't often discussed is the unemployment-insurance (UI) system and the way firings are handled. The system may actually be a significant deterrent to hiring young men in the first place.

    When a worker is laid off or fired, they're generally eligible for unemployment insurance, designed to help them financially while they search for a new job. After applying and being approved, unemployed workers receive weekly checks that provide partial wage replacement. This system is crucial for economic stability, as it helps individuals meet their basic needs during periods of unemployment.

    However, the way we fund UI is quite complex. Employers pay a tax into a pool that funds unemployment insurance, but instead of a flat tax, the rate can increase based on the employer's "experience rating" — essentially a measure of how many layoffs the employer has had in the past. The more layoffs, the higher the tax rate.

    This system, while intended to discourage unnecessary layoffs, has some unintended consequences. Employers become hesitant to hire workers they perceive as risky, fearing that future layoffs will increase their UI tax rate. Unfortunately, young men are often seen as part of this "risky" group due to stereotypes about their reliability and stability.

    Research has shown that the introduction of experience rating can significantly affect employment rates. When Washington State implemented the system in 1985, the unemployment rate for young, entry-level workers increased by 2.5 percentage points, driven almost entirely by young men. This trend wasn't seen in neighboring Oregon, which already had experience rating in place.

    "If you are going to get taxed for any employees that get laid off, you're going to be a lot more hesitant about hiring," I noted in my analysis. This sentiment reflects the broader issue: employers are cautious about hiring young men, fearing the financial repercussions of potential layoffs.

    Why Young Men Are Disproportionately Affected

    Young men tend to outnumber women in economically vulnerable industries like manufacturing and construction. During economic downturns, these sectors are often hit hardest, leading to higher layoff rates. Employers in these industries are particularly sensitive to their experience ratings and may avoid hiring young men to minimize their UI taxes.

    Additionally, there's a stereotype that young men are more volatile and less responsible than their female counterparts. This perception further discourages employers from hiring them, contributing to the declining employment rate for young men.

    Possible Solutions

    To address this issue, we need to reconsider the experience-rating system. One potential solution is to eliminate experience rating and adopt a simple, flat tax rate for UI. This would remove the financial disincentive for hiring young men and could encourage more equitable hiring practices.

    Implementing such changes is complex and requires political will, which often wanes when the economy stabilizes. However, addressing the flaws in the UI system is crucial for creating a fairer job market for young men and ensuring they have equal opportunities to participate in the workforce.

    As we continue to explore the reasons behind the declining employment rate among young men, it's essential to consider all contributing factors, including the structure of the unemployment-insurance system. While there is no quick fix for the many challenges young men face in the job market, acknowledging and addressing the flaws in the UI system is a step in the right direction.

    The experience-rating system in unemployment insurance, though well-intentioned, has created unintended barriers to employment for young men. By rethinking and reforming this system, we can help ensure that young men have a fair chance at securing jobs and contributing to the economy.

    I believe that meaningful changes in our unemployment insurance policies could have a significant positive impact. Employers should be encouraged to hire young men without fear of financial penalties, and our policies should support a fair and inclusive job market for all.
