Russian Tanker Enters Cuban Waters

A Russian-flagged vessel carrying nearly 730,000 barrels of oil has entered Cuba’s territorial waters after receiving clearance from the administration of Donald Trump.

According to Russia’s transport ministry, the tanker Anatoly Kolodkin reached the port of Matanzas on Monday. However, ship-tracking data from MarineTraffic indicated the vessel was still off Cayo Guillermo earlier in the day, moving westward toward Matanzas, where it was expected to dock by late Monday or early Tuesday.

Cuba’s state media treated the tanker’s arrival as a headline event, underscoring the gravity of the island’s fuel crisis.

Diplomatic Signals Between Washington and Moscow

Kremlin spokesperson Dmitry Peskov confirmed that the issue had been discussed with U.S. officials in advance, hinting at quiet diplomatic coordination.

“As for the American side, I can only confirm that this issue was indeed raised,” Peskov said, without elaborating on the terms.

The tanker’s journey cuts through months of tightening U.S. pressure on Cuba, which has been labeled an “extraordinary threat” by Washington.

Sanctions Pressure Meets Humanitarian Reality

In recent months, the U.S. has squeezed Cuba’s energy lifelines—cutting off supplies from Nicolás Maduro’s Venezuela and warning other nations against providing oil under threat of tariffs.

Speaking aboard Air Force One, Trump confirmed the decision to allow the tanker through, framing it as a humanitarian exception rather than a strategic pivot.

“If a country wants to send oil into Cuba right now, I have no problem,” he said. “The people need heat and cooling and all of the other things that you need.”

The White House emphasized Monday that the move does not signal a broader policy shift. Press Secretary Karoline Leavitt described the decision as case-by-case, aimed solely at addressing urgent humanitarian needs.

Fuel Shortage Sparks Unrest

Cuba’s energy shortages have triggered far-reaching consequences beyond blackouts. Fuel scarcity has disrupted food transport, driven up prices, and strained public services.

In recent weeks, frustration has spilled into the streets. Residents in several cities have staged rare protests, banging pots and pans and lighting fires in the dark—an echo of desperation reverberating through the island.

Russia and Cuba Explore Further Support

The Kremlin said last week it is in discussions with Cuban officials about additional assistance, though it did not confirm further shipments.

Trump, meanwhile, dismissed suggestions that the decision benefits Russian President Vladimir Putin.

“He loses one boatload of oil, that’s all it is,” Trump said. “If he wants to do that, it doesn’t bother me.”
