For nearly a century, the modern UFO question has usually started with an assumption, that if some unidentified objects represent technology controlled by a nonhuman intelligence, their operators must be extraterrestrials who traveled to Earth from another planet.

But what if that assumption is wrong?

There is an enormous conceptual difference between something originating on another planet and something originating in another world — meaning another domain, dimension or presently unknown layer of physical reality.

That distinction may sound like science fiction. Yet remarkably, the language surrounding America's UAP examination has become broad enough that the government does not necessarily have to answer the question by pointing toward another star.

Federal records law now requires the National Archives and Records Administration to maintain a UAP records collection encompassing government records involving unidentified anomalous phenomena, technologies of unknown origin, and non-human intelligence.

That terminology matters.

It does not prove that non-human intelligence exists, nor does congressional use of a term constitute scientific evidence for the thing being described. Legislation routinely defines categories broadly enough to cover possibilities lawmakers want agencies to search for or preserve records about.

But non-human intelligence is nevertheless much broader than extraterrestrial.

The language used in the UAP Disclosure Act defines NHI as a sentient intelligent nonhuman life-form regardless of nature or ultimate origin.

Those last words create an extraordinary conceptual distinction.

Ultimate origin does not have to mean another planet.

Under the conventional extraterrestrial hypothesis, another civilization evolved somewhere else in the universe, developed extraordinarily advanced propulsion and crossed interstellar distances before reaching Earth.

That hypothesis carries enormous engineering problems, but nothing about traveling between stars inherently contradicts known physics.

An inter-dimensional hypothesis is fundamentally different.

Instead of asking whether something traveled from another location within our universe, it asks whether reality itself could contain domains that humans normally cannot perceive or access — and whether interaction between those domains could somehow occur.

Modern theoretical physics contains mathematical frameworks involving additional dimensions, unusual spacetime geometries and multiple-universe models.

Scientifically, it illustrates why determining the origin of a genuinely anomalous phenomenon requires evidence rather than assuming extraterrestrial origin from the beginning.

NASA itself has taken essentially that methodological position.

Its UAP independent study concluded that there are too few high-quality observations to draw firm scientific conclusions about UAP origins. NASA says it has found no credible evidence of extraterrestrial life and no evidence that UAP are extraterrestrial.

NASA's 2023 study nevertheless acknowledged that searching for extraterrestrial technological signatures is scientifically legitimate while emphasizing that existing UAP reports provide no reason to conclude they have an extraterrestrial source.

That leaves an important logical point often lost in the UFO debate:

Unidentified does not mean extraterrestrial. But neither does unidentified tell us what category the eventual explanation must belong to.

The Pentagon Remains More Skeptical

The Pentagon's All-domain Anomaly Resolution Office has reached similarly cautious — and in several respects more skeptical — conclusions.

AARO's historical review reported that it found no evidence that a U.S. government investigation, academic research effort or official review had confirmed a UAP sighting as extraterrestrial technology. It also reported finding no empirical evidence substantiating allegations that the government and private industry have secretly reverse-engineered extraterrestrial technology.

AARO continues publishing resolved and unresolved cases. One publicly released 2024 Middle East case, for example, remained unresolved because investigators lacked corroborating telemetry and multiple sensor sources necessary to determine whether the observed signature represented a physical object or a sensor effect.

That example demonstrates the central problem.

A mystery is not evidence of an extraordinary explanation.

But insufficient evidence for an extraordinary explanation is also not the same thing as identifying what happened.

Why “Another World” Is an Ancient Idea

There is another dimension to this discussion that science alone cannot resolve.

Human civilization has described intelligent nonhuman entities arriving from another realm for thousands of years.

Biblical literature describes angels as belonging to a heavenly domain rather than inhabitants of another physical planet. Genesis, Daniel, Ezekiel, and Revelation contain accounts of nonhuman beings or extraordinary manifestations entering the human environment.

The ancient Book of Enoch goes further, describing the Watchers as heavenly beings descending into the human world and interacting directly with humanity.

Ancient civilizations generally did not say mysterious intelligence traveled here from planets orbiting distant stars. Their cosmologies described interaction between realms.

Modern culture changed the vocabulary.

‘Heavens’ became outer space.

Other realms became other planets.

Celestial beings became extraterrestrials.

And chariots in the sky became spacecraft.

Whether those similarities reflect anything beyond humanity repeatedly attempting to explain unusual experiences through the worldview available at the time remains an open historical and philosophical question.
