California Bar Exam Pass Rate Falls Below 50 Percent as Major States See Sharp Declines

What the Numbers Reveal

  • California’s July 2026 bar exam pass rate fell to just 48.3%, its lowest July result in five years.
  • The decline was not isolated — New York, Texas, Florida, Illinois and Washington, D.C., also posted lower pass rates than last year.
  • California’s first-time pass rate dropped five percentage points while its average score on the national multiple-choice exam hit a five-year low.

California’s latest bar exam results landed with a thud.

Of the 7,942 applicants who took California’s July 2026 General Bar Examination, only 3,838 passed — a 48.3% pass rate, down sharply from 54.8% last year, according to the State Bar of California. It was California’s lowest July pass rate during the past five years.

The numbers become more striking when separated by experience.

Among first-time applicants, 64.7% passed, compared with 69.7% in July 2025. Repeat takers faced considerably worse odds. Only 14.1% passed, and among applicants attempting the exam for a fourth time or more, the pass rate collapsed to 7.7%.

California was not alone.

Data compiled by the National Conference of Bar Examiners shows that pass rates declined across all six of the nation’s largest July testing jurisdictions. New York dropped from 70% to 67%; Texas from 75% to 70%; Illinois from 74% to 71%; Florida from 67% to 64%; Washington, D.C., from 80% to 75%; and California from roughly 55% to 48%.

That makes this harder to dismiss as a California-only problem.

Another number deserves attention. California applicants posted an average scaled Multistate Bar Examination score of 137.7, compared with a national average of 140.7. California’s figure was its lowest in five years. The national average also fell, from 142.4 in July 2025 to 140.7 this year.

That does not establish why scores declined. It does, however, show that the weakness extended beyond California’s essays, performance test or state-specific grading system. The MBE is administered nationally.

The results arrive while the legal profession itself is being forced through rapid changes in technology, education and workplace expectations. In my previous USA Herald reporting, Lawyers Are Getting Burned by AI In Court — And Burned Out Long Before That as ABA Study Finds 41% Say Legal Careers Harmed Their Mental Health, I examined another side of that pressure — lawyers struggling with AI-related mistakes in court while a substantial share of the profession reports serious career-related mental-health strain.

The bar results add a different piece to that story. The strain is visible before lawyers even receive a license.

California’s results also expose a growing divide between applicants who clear the exam the first time and those trapped in repeated attempts. A first-time California candidate had roughly a two-in-three chance of passing in July. For someone taking the exam for the fourth time or beyond, the odds were less than one in twelve.

For thousands of graduates carrying years of education, tuition costs and professional expectations, that difference is not academic. It determines who enters the profession — and who remains standing outside its gates.
