California State Bar Court Accused of “Star Chamber” Justice As Attorney Michael Libman Launches Explosive Supreme Court Petition For Review

By Samuel López | USA Herald - For years, the State Bar of California has presented itself as the guardian of ethics, accountability, and public trust within California’s legal profession. But behind the polished language of “professional responsibility” and “discipline,” critics have increasingly described something far darker — a closed-door power structure capable of destroying careers, reputations, and livelihoods with little meaningful oversight.

Now, Los Angeles attorney Michael Jacob Libman has launched what may become one of the most explosive legal challenges the California attorney discipline system has seen in years.

And after reviewing the allegations, filings, and the underlying materials exclusively obtained by USA Herald, this publication believes the public deserves to pay very close attention.

 Representing himself, Libman filed a Petition for Review before the Supreme Court of California on May 11, 2026, In re Michael Jacob Libman, Case No. S295315, seeking reversal of a disbarment recommendation, which Libman claims was fueled not by misconduct, but by Retaliation by the judge he was investigating for corruption.” Libman said.

The allegations are extraordinary.

According to Libman’s petition obtained by USA Herald, the proceedings against him were “Star-Chamber-like,” alleging the State Bar Court adopted a materially misleading presentation of evidence, excluded defense witnesses and exhibits, and even removed defense counsel in the middle of proceedings. 

That phrase — “Star Chamber” — is not new to USA Herald readers.

In our prior investigative report, “California’s Controversial State Bar Court A Gatekeeper of Legal Justice or a Modern-Day Star Chamber?” published November 30, 2024, USA Herald examined mounting criticism surrounding the California attorney discipline apparatus and the immense power concentrated within it. In that report, we explored concerns from attorneys, applicants, and legal observers who argued the system increasingly resembled a quasi-secretive tribunal operating under its own culture, procedures, and unwritten rules.

The State Bar possesses the power to suspend or permanently revoke an attorney’s law license — effectively ending a career, eliminating earning capacity, and erasing decades of professional work with the stroke of a pen. For law students, the system can deny admission entirely, even after years of law school, crushing debt, successful completion of the bar exam, and extensive moral character investigations.

Libman’s case now places that entire machinery under a new and uncomfortable spotlight.

According to the petition, the underlying dispute stems from his role in Jones v. City of Los Angeles, the massive DWP ratepayer class action litigation reportedly involving more than $100 million in claims. 

But Libman argues the real trouble began after the settlement proceedings.

The petition reportedly alleges that Libman uncovered undisclosed connections involving the presiding judge, the Hon. Elihu M. Berle, and attorney Brian S. Kabateck, who was later appointed to investigate the very settlement Judge Berle had approved. The filing further highlights allegations surrounding Judge Berle’s purchase of an expensive residence shortly after approving the initial $67.5 million settlement — facts Libman contends warranted disclosure. 

Those are serious allegations.

And notably, much of corporate media has barely touched that side of the story.

Instead, headlines surrounding Libman largely focused on the existence of an FBI investigation and disciplinary proceedings. But after reviewing portions of the public record and examining the procedural allegations being raised, USA Herald believes the broader public accountability questions deserve scrutiny — particularly when the discipline system itself is being accused of suppressing evidence and silencing a lawyer investigating judicial conduct.

The petition also draws another politically charged connection.

The same hearing judge presiding over Libman’s disciplinary matter, the Hon. Yvette D. Roland, also presided over disciplinary proceedings involving John C. Eastman, — President Trump’s former attorney from post-2020 election controversies, whose own due process arguments were denied review by the California Supreme Court on April 15, 2026.

That overlap is likely to intensify national attention surrounding the California State Bar Court and its internal processes.

One section of Libman’s filing, quoted directly from sworn testimony — moments after his counsel was ordered out of the courtroom, may ultimately become the defining line of this entire legal war:

“Things are being deliberately misrepresented against me for whatever purpose, which I think the purpose is ultimately, is to send a message. The message is, don’t dare investigate judges.”

That statement lands with force because it touches a fear long whispered throughout legal circles but rarely spoken publicly.

Can lawyers safely expose alleged judicial misconduct without risking professional destruction themselves?

That question now sits squarely before the California Supreme Court, and the issues raised in this case are larger than one attorney. They cut directly into public confidence in attorney discipline systems, judicial accountability, procedural fairness, and whether powerful legal institutions are capable of policing themselves transparently.

From a broader societal lens, these proceedings matter far beyond lawyers alone.

If legitimate allegations of corruption can be buried beneath procedural barriers, secretive committee structures, opaque evidentiary rulings, or retaliatory disciplinary actions, then public trust in the justice system itself begins to fracture. And once public trust collapses, every litigant, consumer, business owner, and citizen ultimately pays the price.

USA Herald will continue following this case aggressively.

And based on our review of the filings, this story is only beginning.

California may soon find itself confronting one of the most consequential public accountability battles involving its attorney discipline system in modern history.

Libman is asking the Court to reverse the disbarment and reform State Bar discipline so attorneys raising credible allegations of judicial corruption are not punished.
