The City of Chicago has approved a $22 million settlement with the family of a 25-year-old man who was killed after a police chase ended in a deadly crash on the city’s West Side.

The incident happened in June 2023 when officers began pursuing a stolen vehicle driven by a teenager. During the pursuit, the fleeing car crashed into multiple vehicles, including the Honda driven by Angel Eduardo Alvarez Montesinos, who died as a result of the collision.

City officials had already accepted responsibility for the officer’s conduct, which violated Chicago Police Department pursuit policies. The chase continued for more than two miles through residential streets at high speeds, despite rules that prohibit pursuits for certain non-violent offenses.

According to the family’s attorneys, the officer involved drove well above the speed limit, ignored traffic controls, and pursued the vehicle without emergency lights or sirens activated. The attorney for the family said the officer’s actions were not a mistake in judgment but a clear failure to follow training and established policy.

As the case was preparing to go to trial in Illinois state court, the city and the family reached an agreement on damages. The settlement was approved by the Chicago City Council during a Wednesday meeting.

Under the agreement, Chicago will pay $20 million directly to the family, while the remaining $2 million will be covered by the city’s insurance. Attorneys for the family said the settlement was reached with the assistance of a Cook County judge who encouraged both sides to resolve the case without trial.

A city spokesperson declined to comment further beyond statements already made during a recent finance committee meeting.

The teenager who was driving the stolen vehicle faced charges that were handled in juvenile court. Those proceedings remain confidential under Illinois law.

The police officer involved in the pursuit has been stripped of police powers and faces a recommendation for separation from the department. A final decision on disciplinary action has not yet been announced.

Family representatives said no settlement can undo the loss, adding that the tragedy highlights the importance of following police pursuit policies designed to protect both officers and the public.
