A federal judge has delivered a blistering rebuke to the Trump administration, quashing six grand jury subpoenas targeting Minnesota Governor Tim Walz, Minneapolis Mayor Jacob Frey, and other state and local officials — ruling they were retaliatory, unethical, and an abuse of the grand jury process.

U.S. District Judge Patrick Schiltz found that the Justice Department weaponized subpoenas against the governor’s office, attorney general, two mayors’ offices, and county boards after they sued to block “Operation Metro Surge,” a federal immigration enforcement initiative.

“Using grand jury proceedings to pressure political opponents into taking official action… is a blatantly unlawful and unethical use of the grand-jury process,” Schiltz wrote. “The Court has no doubt that they were.”

The judge noted the DOJ “has struggled — without success — to identify a single plausible investigatory justification” for the subpoenas.

This explosive ruling exposes what critics have long warned about: the alleged weaponization of federal law enforcement against political adversaries. Minnesota officials had legally challenged the administration’s immigration operation, and in response, they faced grand jury subpoenas — a move Judge Schiltz saw as clear retaliation rather than legitimate investigation.

Walz called it “a victory for the rule of law,” while Frey emphasized that criticizing government action is not a crime. Attorney General Keith Ellison warned that Trump is using the justice system against those he disagrees with.

The decision highlights a growing tension between federal immigration enforcement and state/local resistance, raising serious questions about the boundaries of executive power and the independence of the justice system. For now, the subpoenas are dead, but the broader battle over federal authority versus local autonomy is far from over.
