Florida Moves to Brand Over Ninety Groups as Terrorist Organizations Under New State Law

Florida Governor Ron DeSantis has officially ignited a fierce new legal and political battle by announcing plans to utilize a controversial state law to designate more than ninety groups as terrorist organizations. This sweeping initiative marks the first time the state will exercise the powers granted by House Bill 1471, a piece of legislation signed earlier this year that aims to root out what the administration describes as radical ideologies operating within the Sunshine State.

The proposed list of organizations targeted by the state is extensive and diverse. It includes the Council on American Islamic Relations, commonly known as CAIR, the Muslim Brotherhood, and the protest group Antifa. Furthermore, the list incorporates various foreign entities and criminal organizations, such as the Islamic Revolutionary Guard Corps and several major cartels, including the Sinaloa Cartel, Tren de Aragua, the Cartel del Noreste, and the Cartel del Golfo.

A Aggressive Shift in Domestic Security Policy

During the announcement, Governor DeSantis framed the move as a necessary measure to protect Florida citizens and uphold the integrity of the law. He explained that his administration is committed to identifying, designating, and combatting groups that promote radical terrorist ideologies. According to the Governor, the state is taking permanent statutory action to ensure that these organizations cannot exert influence or receive support within Florida borders.

The legislation, HB 1471, provides a clear framework for these actions. It allows the Chief of Domestic Security within the Florida Department of Law Enforcement to identify organizations that fit the state's criteria for domestic or foreign terrorist status. However, these designations are not automatic. To become finalized and published in the Florida Administrative Register, they must receive approval from the Governor and the Florida Cabinet through a majority vote.

Florida Department of Law Enforcement Commissioner Mark Glass emphasized that the safety of the community relies on the ability to identify potential threats. He stated that the new law reinforces the collaborative efforts between local officers, federal partners, and the public they serve.

Financial and Legal Consequences for Targeted Groups

The implications of being designated a terrorist organization under this new Florida statute are significant. The law explicitly directs state agencies to withhold any form of public support or taxpayer funding from these entities. Beyond financial restrictions, the legislation establishes rigid state enforcement mechanisms.

Perhaps most concerning for the targeted organizations are the new criminal penalties. The law creates specific consequences for individuals or entities that knowingly provide, attempt to provide, or conspire to provide material support or resources to a designated domestic terrorist organization. Additionally, the statute contains a provision aimed at ensuring that foreign or religious legal codes cannot supersede the United States Constitution or the Florida Constitution in state court proceedings.

Legal Pushback and Constitutional Concerns

The announcement has triggered immediate and forceful pushback from civil liberties groups and those named on the proposed list. CAIR, a prominent Muslim civil rights organization, has been particularly vocal in its condemnation of the Governor. The group maintains that it has never engaged in terrorist activity, nor has it ever been charged with or convicted of such crimes.

In a strong public statement, CAIR characterized the move as a biased and politically motivated attack on their organization. The group argued that its long history involves protecting the constitutional guarantees of free speech, religious freedom, and equality for all, including American Muslims. CAIR representatives stated they are prepared to fight these baseless accusations in court, asserting that the Constitution is significantly stronger than the policies of any single politician.

The American Civil Liberties Union has also stepped into the fray. Hina Shamsi, director of the ACLU National Security Project, described the imminent designations as dire and disconnected from reality. According to the ACLU, the speech and advocacy efforts of groups like CAIR are firmly protected by the First Amendment. They argue that this right includes the ability to criticize government officials and their policies without fear of being labeled a terrorist organization.

The Broader Implications for Florida

As the state prepares to present these designations to the Florida Cabinet, the debate centers on the tension between public safety and constitutional rights. Supporters of the law argue that it is a common sense approach to preventing taxpayer dollars from funding groups that they believe threaten the stability of the state. Conversely, critics fear that the law provides the government with a dangerous tool to silence political opposition and infringe upon civil liberties.

It is important to note that these state level designations are distinct from the federal foreign terrorist organization list managed by the United States State Department. While Florida is moving forward with its own specific legal criteria, the coming months will likely see these designations tied up in lengthy court battles as judges determine where the line falls between state authority and fundamental constitutional protections.
