Her Murder Went Unsolved for 30 Years as Suspect Disappeared Under a New Identity Until Now

For more than three decades, the brutal killing of Cindy Wanner haunted Northern California, leaving investigators and loved ones searching for answers that never seemed to come. Now, a major breakthrough powered by modern DNA technology has cracked open one of Placer County’s oldest unsolved murder cases, revealing a suspect who allegedly lived for years under a false identity.

A Quiet Suburb Shattered by a Sudden Disappearance

In 1991, the disappearance of 35-year-old Cindy Wanner stunned the Granite Bay community, a quiet suburb near Sacramento. She had gone to clean her sister’s home, but she never returned.

Inside the house, investigators later found a disturbing scene. Wanner’s 11-month-old baby was left crying in a high chair, alone, after she vanished.

Her absence triggered an immediate search effort across the region, as family members and authorities tried desperately to locate the missing mother of two.

Body Discovered Weeks Later in Remote Area

The search ended in tragedy three weeks later when Wanner’s body was discovered in a remote location roughly 40 miles from her sister’s home, according to the Placer County Sheriff’s Office.

For years, the case went cold as investigators pursued leads that never resulted in an arrest.

DNA Technology Finally Breaks the Case Open

Advances in forensic science eventually revived hope. Investigators recently submitted what authorities described as a “final piece of evidence” for updated DNA testing at a neighboring sheriff’s office forensic lab.

That testing produced a match identifying James Lawhead Jr., 64, as a suspect in Wanner’s killing, according to the Placer County Sheriff’s Office.

A Suspect Who Seemed to Vanish

Even with a name in hand, locating Lawhead proved difficult. Detectives found no active records tied to him, and he appeared to have disappeared around 2005.

Placer County Sheriff Wayne Woo said investigators explored every possibility, including whether he was living under a false identity, had left the country, or had died.

"We explored all possibilities on what could have happened, whether he was still living under a fake identity, whether he had left the country, or whether he was even deceased," Woo said, noting the sheriff’s office checked records in both the US and Canada.

Digital Tracking Leads Investigators to Arizona

With assistance from other agencies, detectives turned to the Scottsdale Police Department, which used the Arizona Department of Transportation facial recognition system. The technology, often used to detect fake IDs and identity theft, produced a critical match.

Lawhead had been living under the name Vincent Reynolds in Bullhead City, Arizona, near the Nevada border and nearly 600 miles from Placer County.

Life Under a False Name Comes to an End

On April 24, law enforcement arrested Lawhead in the driveway of his Bullhead City home. Inside the residence, investigators reportedly found loaded firearms, $15,000 in cash, and a burner phone.

He now faces charges of murder and kidnapping, according to Placer County District Attorney Morgan Gire. Lawhead was extradited back to Placer County on Thursday.

"This arrest is a powerful reminder that time does not erase responsibility, and it does not diminish our commitment," Gire said in a statement following the arrest.

Authorities say the case may be just the beginning of a wider investigation into Lawhead’s past.

Neighbors Shocked as Hidden Identity Is Exposed

Residents in Bullhead City told investigators they had no idea the man living nearby was allegedly connected to a decades-old homicide. The home itself was owned by Lawhead’s sister, who had previously told authorities she had not heard from him in “more than 20 years,” according to the sheriff’s office.

That account has since come under scrutiny.

Family Connection Under Investigation

Lawhead’s sister, Terry Lawhead Steele, 71, was arrested in South Carolina on an accessory charge, according to the Placer County Sheriff’s Office.

Investigators later executed a search warrant at her San Clemente, California home, where they say they discovered evidence showing she owned the Bullhead City residence and had maintained contact with her brother despite earlier claims.

"These arrests represent a significant step toward justice for Cindy and for the family who has waited decades for answers," the sheriff’s office said in a news release.

Possible Link to Other Crimes Being Examined

Authorities are now working to trace Lawhead’s movements over the past 20 years, including potential ties to Washington, Oregon, and Arizona. Investigators are also reviewing whether he may be connected to additional unsolved cases.

Sheriff Woo indicated the investigation remains active and wide-ranging.

Lawhead’s criminal history has also drawn attention. Before Wanner’s murder, he was convicted in 1980 for breaking into a home and committing sex crimes involving a 71-year-old grandmother and a young girl. He served 11 years of a 19-year sentence and was released only months before Wanner’s killing, authorities said.

Law enforcement agencies across the West Coast are now being urged to reexamine cold cases for possible links.

"We encourage law enforcement agencies, specifically those across the west coast, to look at any cold cases that may have similarities to this case and reach out to our team at 530-889-7835," the Placer County Sheriff’s Office said.
