New York City is hitting pause on artificial intelligence in its youngest classrooms. Mayor Zohran Mamdani announced Wednesday that public school students below 9th grade will be barred from using generative AI for at least a year — a temporary measure rather than a permanent ban, but one that sends a clear signal about the city's current stance on AI in early education.

A Moratorium, Not a Permanent Ban

Mamdani unveiled the new policy during a Wednesday morning news conference, describing it as part of a broader "comprehensive AI policy" for city schools. He was careful to characterize the restriction specifically as a "one-year moratorium" on AI use for students under 9th grade, distinguishing it from a lasting prohibition for elementary and middle school students.

The Mayor's Reasoning

"AI has grown from something on the pages of a sci-fi novel into something present in nearly every aspect of our lives," Mamdani said. "But just because technology is everywhere doesn't mean that it belongs everywhere."

He continued: "When it comes to AI in our schools, we hold an obligation to do the same. The tech industry wants us to believe that AI in early education is not only inevitable, but that it is necessary. We do not see it that way. I have yet to see a study showing that AI is beneficial for students in elementary and middle school."

Part of a Broader Tech Restriction Pattern

Mamdani drew a direct line between this new AI policy and earlier efforts by New York Gov. Kathy Hochul to restrict cellphones and social media platforms in schools, thanking her for that work. He framed both sets of policies as aimed at shielding students from technology's potential harms until they're better equipped to navigate them.

High Schoolers Will Take a Different Path

Unlike younger students, high schoolers won't face the same restrictions. "Whether we like it or not, our teenagers are growing up in an AI-saturated world. We cannot pretend that that world does not exist," Mamdani said, adding that high school students will specifically learn about AI's "opportunities and its pitfalls" as part of their education rather than being shielded from the technology entirely.

He said students will participate in five separate AI-focused programs, while cautioning that AI is never intended to replace the value of direct student-teacher interaction in the classroom.

A Contentious Week for the Mayor's Office

The AI policy announcement lands amid a separate, unrelated fight brewing between Mamdani's administration and the city's teachers union. This same week, Mamdani's office sued to block a proposed pay increase for city teachers, after City Hall had approved the raise last month. The mayor's office argues the bill violates state law by improperly restricting how public employees can negotiate compensation.

The Union Pushes Back

The United Federation of Teachers, which endorsed Mamdani during his mayoral campaign, intervened in the resulting legal case last week. UFT President Michael Mulgrew addressed the dispute in a statement to Fox News Digital: "We knew this lawsuit was a possibility, and we were prepared. The RESPECT check law, which was unanimously passed by City Council on July 16, was carefully drafted to make sure that it did not violate the state's Taylor Law, which governs collective bargaining."

Mulgrew added: "The City Council would not have introduced — let alone passed — this bill if it were illegal, and we would not have supported a bill that threatened our collective bargaining rights. This moment is an opportunity for Mayor Mamdani to create a new, fairer system and build the kind of city he said he wanted to lead. This administration must keep its promises, and we won't stop until it does."
