OpenAI’s Caitlin Kalinowski Resigns Over Controversial Pentagon AI Agreement

OpenAI's Caitlin Kalinowski resigns

The debate over artificial intelligence and national security intensified this week as OpenAI's Caitlin Kalinowski resigns, stepping away from her leadership role after the company struck a controversial agreement with the U.S. Department of Defense.

Kalinowski, a prominent hardware executive who had been guiding OpenAI’s hardware and robotics engineering teams since November 2024, announced her departure in a social media post, describing the decision as difficult but necessary.

“This wasn’t an easy call,” she wrote. “AI absolutely has a role in national security. But surveillance of Americans without judicial oversight and lethal autonomy without human authorization are lines that deserved more deliberation than they got.”

Her exit lands like a thunderclap in the rapidly evolving AI industry, where ethical boundaries often collide with technological ambition.

Departure Driven by Principle, Not Personnel

Kalinowski emphasized that her resignation was rooted in principle rather than conflict with colleagues.

Before joining OpenAI, she led development of augmented reality glasses at Meta, helping shape one of the tech industry's most ambitious hardware projects. She joined OpenAI in late 2024 to oversee robotics initiatives and hardware development.

In her resignation statement, Kalinowski expressed admiration for OpenAI leadership.

She said she holds “deep respect” for CEO Sam Altman and the company’s team, adding that her decision was fundamentally about governance concerns surrounding the recently announced defense agreement.

In a follow-up message posted on X, Kalinowski clarified her position further.

“To be clear, my issue is that the announcement was rushed without the guardrails defined,” she wrote. “It’s a governance concern first and foremost. These are too important for deals or announcements to be rushed.”

OpenAI Defends Pentagon Agreement

An OpenAI spokesperson confirmed Kalinowski’s departure to TechCrunch and defended the company’s agreement with the Pentagon.

According to the company, the partnership establishes a framework allowing AI to be used in classified environments while maintaining strict ethical boundaries.

“We believe our agreement with the Pentagon creates a workable path for responsible national security uses of AI while making clear our red lines: no domestic surveillance and no autonomous weapons,” the company said in a statement.

OpenAI added that it recognizes the strong public opinions surrounding the intersection of AI and defense technology.

The company said it plans to continue discussions with employees, government officials, civil society groups and global communities to address concerns about the role of AI in national security.

Pentagon Talks and AI Industry Tensions

The agreement between OpenAI and the Department of Defense surfaced just over a week ago, following a breakdown in negotiations between the Pentagon and another AI firm, Anthropic.

Anthropic reportedly attempted to secure safeguards preventing its technology from being used for mass domestic surveillance or fully autonomous weapons systems. When talks collapsed, the Pentagon labeled Anthropic a supply-chain risk.

Anthropic has since vowed to challenge that designation in court.

Meanwhile, tech giants Microsoft, Google and Amazon have indicated they will continue providing Anthropic’s Claude AI to non-defense customers.

Against that backdrop, OpenAI moved quickly to unveil its own partnership with the Pentagon, allowing its technology to operate in classified environments.

Executives later described the arrangement as adopting “a more expansive, multi-layered approach,” combining contractual agreements with technical safeguards intended to enforce limits similar to those sought by Anthropic.

Public Reaction and App Store Shifts

The controversy has also rippled across the consumer tech landscape.

Following the announcement of the defense partnership, uninstallations of ChatGPT reportedly surged by 295%, signaling a wave of user backlash.

At the same time, Anthropic’s AI assistant Claude climbed rapidly up the Apple App Store rankings.

As of Saturday afternoon, Claude and ChatGPT held the No. 1 and No. 2 spots among free apps in the U.S. App Store.

The rankings suggest that while the debate over AI’s role in warfare and surveillance continues, public interest in generative AI tools remains as intense as ever.

A Flashpoint in the Future of AI

Kalinowski’s resignation highlights a growing tension in the AI industry — one that resembles a high-stakes balancing act between innovation and responsibility.

As governments increasingly look to artificial intelligence for national defense capabilities, tech companies find themselves navigating moral crossroads that could define the next era of technological power.
