In Archbald, Pennsylvania, a community of roughly 7,000 residents, the scale of proposed development has generated an especially fierce backlash. Developers have proposed six data centers. 

The planned campuses could eventually cover approximately 14% of the borough's land. The projects collectively involve 51 warehouse-style buildings, with several individual structures exceeding 1 million square feet.

The location is attractive to developers because Archbald sits near major electric transmission infrastructure. The community is also within driving distance of major metropolitan areas including Philadelphia and New York City.

Residents, however, have questioned whether their small community can absorb projects of such magnitude.

Data Centers in Archbald Involves Local Politics 

The development fight has contributed to extraordinary political tensions, including resignations by local officials. Residents have organized opposition campaigns and packed public meetings as they seek more information about the proposed facilities and their potential effects.

The Archbald controversy demonstrates how dramatically the AI boom can alter the economic and political landscape of communities that previously had little connection to the technology industry.

Economic Promises vs. Local Costs

Data center developers and government officials emphasize the potential economic benefits of these projects.

Those benefits can include construction employment, property and sales taxes, infrastructure investments and long-term economic activity. The Energy Department says data centers are generating billions of dollars in investment and thousands of jobs nationwide. It cites Virginia's data center industry as supporting tens of thousands of jobs and generating billions of dollars in economic activity and tax revenue.

The economic impact, however, can vary substantially from one community to another.

Data Centers are a Source of Construction Phase Jobs

Data centers tend to require large capital investments and relatively few permanent workers compared with other industrial developments of similar physical size.

Much of the employment associated with a project may occur during the construction phase rather than after the facility becomes operational.

That distinction has become part of the debate in communities deciding whether the tax revenue and construction activity justify the land, infrastructure and environmental costs.

A New Fight Over Who Gets a Voice

The data center debate is ultimately about more than AI.

It is also about local control.

Residents in Gilroy and Archbald are asking whether communities should have a greater say when enormous industrial facilities are proposed under zoning rules written long before artificial intelligence became a major economic force.

For technology companies, rapid construction is critical. AI demand is growing quickly, and companies are competing to secure electricity, land and computing capacity.

For residents, the pace of development can feel overwhelming.

All New Data Centers Have Issues to Resolve

The central question facing local governments may be how to balance technological and economic development with transparency, environmental protection, infrastructure planning and public participation.

As the United States builds the physical infrastructure needed for an AI-driven economy, the biggest battles may not always occur in Silicon Valley or Washington.

Increasingly, they are taking place in small-town council chambers, where residents are demanding to know exactly what is coming to their communities — and who will ultimately pay for it.
