What California Drivers Need to Know

• California already legalized E15 in 2025; SB 795 removes a major equipment-certification roadblock that stalled widespread sales.
• Supporters project savings of about 20-30 cents per gallon, but other UC Berkeley research questions whether those savings will hold at scale.
• E15 is approved for most vehicles from model year 2001 forward, but station equipment and fuel-system compatibility could slow the rollout.

California drivers are closer to seeing E15 gasoline at the pump — but the newest law did not actually legalize the fuel from scratch.

California already authorized gasoline containing 10.5% to 15% ethanol under AB 30, signed in October 2025. The problem was implementation. Many vapor-recovery systems and station components had been certified only for gasoline containing up to 10% ethanol, leaving retailers facing additional equipment approvals before they could practically dispense E15.

Gov. Gavin Newsom signed SB 795, authored by state Sen. Bob Archuleta, on September 19, 2026. The measure allows certain equipment already approved for E10 to be treated as approved for E15 when the manufacturer submits a signed compatibility statement to state agencies. That temporary pathway runs through January 1, 2029, and the State Fire Marshal is directed to adopt labeling and safe-use regulations by the end of 2026.

The timing matters. California gasoline averaged about $6.14 per gallon on Sunday, September 20, compared with a national average of $4.44, according to GasBuddy data.

E15 could create downward pressure on prices because ethanol currently costs less than California gasoline on a wholesale basis. A 2024 study by economists at UC Berkeley and the U.S. Naval Academy estimated E15 could save California drivers roughly 20 cents per gallon and as much as $2.7 billion annually. Importantly, that study was commissioned by the Renewable Fuels Association, an ethanol-industry trade group.

There is real disagreement over how much motorists will actually save.

UC Berkeley agricultural economist Aaron Smith argued earlier this year that the widely cited 20-to-25-cent E15 discount may shrink if the fuel becomes widely available. Smith noted that even if the additional ethanol were free, the production-cost reduction would be considerably smaller than some projected retail discounts. His analysis also questioned whether widespread E15 adoption would produce savings anywhere close to the multibillion-dollar estimates.

That makes the practical question bigger than whether Sacramento permits E15. Stations have to be able to sell it economically.

The California Air Resources Board says the state has approximately 35,000 secondarily contained underground storage tanks, with roughly 5,100 tanks and an estimated 2,000 additional piping systems not compatible with E15. Pumps, vapor-recovery systems and other components may also require manufacturer approval or replacement. E15 availability therefore could expand station by station rather than appear statewide overnight.

For drivers, compatibility matters too. The EPA permits E15 in model-year 2001 and newer cars, light-duty trucks and SUVs, along with flex-fuel vehicles. It is not approved for motorcycles, boats, vehicles with heavy-duty engines, lawn equipment or conventional passenger vehicles from model year 2000 or earlier.

The ethanol industry also stands to gain. Aemetis CEO Eric McAfee estimates widespread California adoption could create roughly 650 million gallons of additional ethanol demand annually.

California has now removed one of the biggest barriers between E15 and the pump. Whether that translates into meaningful savings will depend on how quickly retailers adapt, how much E15 Californians actually buy, and whether its price advantage survives once the fuel moves from a limited option into the nation’s largest automobile market.
