[USA HERALD] - A Pennsylvania man has admitted to participating in one of the most disturbing forms of criminal conduct prosecuted under federal law.

Joseph Garrett Buckland, of Mount Pleasant, Pennsylvania, pleaded guilty to conspiracy to create and distribute so-called “animal crush” videos—content that federal authorities describe as both obscene and inherently violent.

According to court filings and statements made during the plea hearing, Buckland was actively involved in online chat groups and private payment networks dedicated to producing and sharing videos depicting the torture of animals, specifically monkeys. These groups were not passive forums—they were organized ecosystems, where users contributed funds to commission specific acts of abuse and then distributed the resulting content.

Federal prosecutors allege that Buckland personally collected money tied to the creation and dissemination of these materials, placing him at the center of a coordinated effort rather than on the periphery.

What Are “Animal Crush” Videos—and Why Are They Illegal

Under federal law, “animal crush” videos are defined as visual depictions in which animals are intentionally subjected to extreme cruelty—including crushing, burning, drowning, suffocation, or mutilation—for the purpose of creating sexually explicit or fetishized content.

The legal prohibition stems from the federal Animal Crushing statute, enacted to target not just the acts themselves, but the commercialization and distribution of such material.

Authorities emphasize that the crime is not limited to those who physically carry out the abuse. Anyone involved in:

  • Funding
  • Producing
  • Distributing
  • Possessing with intent to distribute

can face federal charges.

In this case, prosecutors allege that Buckland’s conduct crossed multiple thresholds—financial participation, coordination, and distribution—placing him squarely within the statute’s reach.

Federal officials used the plea to send a broader message.

Principal Deputy Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division made clear that these cases are a priority, noting that enforcement is complex but necessary to dismantle networks built around what he described as “sadistic behavior.”

U.S. Attorney Rivetti reinforced the point, emphasizing that crimes of this nature do not exist in isolation. According to federal authorities, markets built on extreme cruelty often overlap with other forms of criminal conduct, including obscenity trafficking and organized digital exploitation.

Homeland Security Investigations (HSI), which led the investigation, described Buckland’s actions as directly contributing to the torture of defenseless animals, underscoring the role that financial demand plays in sustaining such operations.

The Digital Infrastructure Behind the Crime

What makes this case particularly significant is not just the conduct—but the structure behind it.

Investigators describe a system that mirrors legitimate digital economies:

  • Private, invitation-only chat groups
  • Payment channels facilitating anonymous or semi-anonymous transactions
  • Commission-based content production
  • Distribution networks designed to evade detection

This is not random or sporadic behavior. It is organized, monetized, and sustained by demand.

For law enforcement, that creates a dual challenge:

  1. Identifying perpetrators across jurisdictions
  2. Disrupting the financial pipelines that enable the conduct

Buckland now faces a maximum penalty of five years in federal prison.

Sentencing is scheduled for October 29, where a U.S. District Court judge will weigh multiple factors, including:

  • Federal sentencing guidelines
  • The nature and scope of the offense
  • The defendant’s role in the conspiracy

While five years may appear modest relative to the severity of the conduct described, federal prosecutors often view these cases as part of a broader enforcement strategy—targeting networks incrementally to dismantle them over time.

The investigation was led by Homeland Security Investigations, with support from the FBI and federal prosecutors from both the Environment and Natural Resources Division and the Western District of Pennsylvania.

Trial Attorney Emily R. Stone and Assistant U.S. Attorney Kelly Locher are handling the prosecution.

For federal authorities, the case is not just about punishment—it is about deterrence.
