Republicans Push Back

Republicans countered that Democrats squandered an opportunity to negotiate reforms while keeping the agency fully funded.

Senate Majority Leader John Thune criticized the opposition sharply, saying lawmakers could have passed a comprehensive bill “if Democrats had made the smallest effort.”

“It is now clear… they didn’t actually want a solution,” Thune said, accusing them of prolonging the standoff for political leverage.

Fallout From the Shutdown

The funding lapse forced tens of thousands of employees to work without pay or leave their posts, creating ripple effects across the nation.

Airports, already crowded with spring break travelers, became pressure cookers as staffing shortages triggered long delays.

According to acting TSA administrator Ha Nguyen McNeil, absentee rates reached as high as 40% in some locations, while more than 480 officers resigned during the shutdown.

“We are really concerned about our security posture,” McNeil warned, pointing to long-term risks to both workforce stability and national safety.

Behind Closed Doors: Negotiations Under Pressure

Throughout the week, negotiations resembled a high-stakes chess match, with lawmakers moving between the Senate floor and leadership offices, revising proposals line by line.

Republicans had offered a compromise to fund all DHS divisions except certain ICE enforcement operations. Some Democrats showed interest but feared funds could be redirected.

Then, Donald Trump announced he would declare a national emergency to pay TSA agents—a move that raised immediate legal and logistical questions.

Shortly afterward, Thune revealed a breakthrough: a deal to fund most of DHS while excluding ICE and Border Patrol. The Senate approved the measure by voice vote after 2 a.m., with only a handful of lawmakers present.

Uncertain Path in the House

House Speaker Mike Johnson has already criticized the piecemeal approach, calling it “shameful” to leave parts of DHS unfunded.

Meanwhile, Republicans are exploring a separate reconciliation bill to fund ICE—potentially bundling it with elements of Trump’s proposed voting overhaul, the Save America Act.

Such a strategy would bypass Democratic support but faces procedural hurdles and internal disagreements, particularly over whether unrelated spending—like funding tied to the Iran conflict—should be included.
