Six Senators, Including Four Republicans, Demand Trump Reverse Russian Diesel Deal as Fuel Prices Bite

USA Herald graphic: bipartisan senators oppose Russian diesel purchase

WASHINGTON, D.C. — A bipartisan group of six U.S. senators, including four Republicans, is demanding that the Trump administration "immediately reverse course" on a plan to buy Russian diesel fuel in an effort to bring down American energy prices. The senators say the deal violates a 2022 law that bans Russian energy imports.

The statement, issued Sunday, October 11, is a rare public break with the White House by members of the president's own party on a high-profile energy and foreign policy decision.

The Deal Trump Announced

Trump announced on social media that he had struck a deal with Russian President Vladimir Putin in a phone call. According to his announcement, Russia would supply more than 300,000 tons of diesel immediately, 500,000 tons in November, 1 million tons "immediately thereafter," and 3 million more tons shortly after that.

Reports also say the Treasury Department issued a waiver allowing Russian fuel imports through next April. Trump has defended the move, saying "the world market suffered with high prices."

Who Is Objecting

The signers are Republican Sens. Susan Collins of Maine, Lisa Murkowski of Alaska, Thom Tillis of North Carolina and John Curtis of Utah, along with Democratic Sens. Jeanne Shaheen of New Hampshire and Richard Blumenthal of Connecticut. In their joint statement they wrote that "The Administration must immediately reverse course," arguing the deal "runs directly counter" to the law Congress passed in 2022 to keep the United States from financing Russia's war in Ukraine.

The senators also say the administration did not consult Congress or explain its reasoning, as they contend a statute requires. Tillis said there is a legitimate case that the president is not following the law, adding that "Russia is the aggressor." A separate group of senators described the deal as a "betrayal of the people of Ukraine."

The White House Side

Not all Republicans are critical. Sen. John Barrasso of Wyoming said Trump is focused on reducing energy costs and is "balancing" tough decisions. He characterized the deal as another point of leverage against Putin and urged enforcement of a recent sanctions law.

That law, passed weeks before the announcement, directs the president to impose substantial tariffs on the top importers of Russian oil or natural gas. It includes an exception for countries that import less than 15% of Russia's natural gas exports and have taken significant steps to reduce those imports.

Will It Actually Lower Prices?

Energy analysts are skeptical. Richard Nephew of Columbia University noted that the total volume in the deal is less than what the United States uses in a single day, and said Iran and Russia may benefit more than American drivers. He said the arrangement "puts a big hole in the sanctions regime." Other experts quoted in coverage said the deal is unlikely to change pump prices noticeably.

Fuel costs are being driven mainly by the U.S.-Iran war and the near-closure of the Strait of Hormuz. West Texas Intermediate crude traded around $94 a barrel Tuesday, and Brent was near $106. Airlines worldwide are cutting routes as jet fuel prices climb.

Ukraine and the Battlefield

The controversy comes as Russian strikes continue in Ukraine. A strike on a high-rise in a Kyiv suburb killed at least two people on Tuesday, and other attacks killed six more. Ukraine says Russia continues to hit energy sites despite Trump's claim that both sides had agreed to stop; both sides denied the claim. In the Black Sea, an apparent drone attack on two cargo ships off Bulgaria left 11 sailors missing, and Bulgaria summoned Russia's ambassador.

What It Means for Americans

For households and businesses that rely on diesel for trucking, farming and shipping, relief at the pump would be welcome. But the senators' objection raises a legal question that could end up in Congress or the courts: can a president waive a congressionally mandated ban for the sake of lower prices? And a political one: with the midterms on November 3, will voters reward an effort to cut costs, or punish a deal that critics say rewards Moscow?

The administration has not signaled any intention to reverse course. USA Herald will continue to follow the story as lawmakers respond.
