Take Care of America’s Veterans Act Faces Delayed Final Vote

A vote on the Take Care of America's Veterans Act (TCAVA) was delayed Thursday after the House narrowly rejected a Democratic motion to send the bill back to committee by a vote of 210-211. Despite defeating that motion, House Republican leadership chose to pull the bill rather than proceed to a final vote, amid a deepening rift between the nation's major veterans' organizations over disability compensation.

At the center of the debate is a single question: should projected savings from proposed changes to VA disability ratings, specifically for tinnitus and sleep apnea, be used to help fund other veterans' programs in the package? The legislation bundles together more than 60 individual veterans' bills, covering health care, disability benefits, home loans, caregiver support, and survivor benefits, among other provisions.

According to House Speaker Mike Johnson, Republican leaders decided to delay the vote because, in his words, "there still remains... a lot of misinformation out there" surrounding the bill. Johnson indicated the vote would likely be revisited when Congress returns in September.

This marks the second time House leaders have delayed a vote on the legislation, raising fresh questions about Congress's ability to finalize the package before the end of the year.

The bill has split veterans' advocacy groups into two camps. A coalition led by the American Legion, and including the Wounded Warrior Project, Vietnam Veterans of America, the Tragedy Assistance Program for Survivors (TAPS), AMVETS, and more than a dozen other organizations, has urged Congress to pass the package as written. Opposing groups, including Disabled American Veterans, Veterans of Foreign Wars, Iraq and Afghanistan Veterans of America, and Paralyzed Veterans of America, argue that funding new benefits by reducing future disability ratings amounts to asking one generation of veterans to pay for another.

Rep. Mike Bost (R-Ill.), chair of the House Veterans' Affairs Committee and a primary sponsor of the bill, has defended the package's funding approach, calling it "fiscally responsible" and arguing it delivers long-overdue benefits for veterans and their caregivers.

Among the package's most closely watched provisions is the Major Richard Star Act, which would allow combat-injured, medically retired veterans to receive both military retirement pay and VA disability compensation simultaneously. As a standalone measure, the bill has drawn support from nearly 80 senators and more than 320 House members, though its cost remains a central sticking point in negotiations over the broader package.

At this stage, the question is no longer whether veterans should receive expanded benefits, nearly every lawmaker agrees they should. The dispute is over which veterans, and which generation of them, should bear the cost. House Republicans must now decide whether to bring the package forward in its original form, split it into separate bills, or negotiate further changes before returning to the floor.

Whatever direction lawmakers choose, the outcome will shape how quickly, and how fairly, expanded support reaches the veterans and families who have been waiting years for many of these provisions to become law.
