Trump picks North Dakota governor to lead Interior

President-elect Donald Trump announced Thursday night that he has chosen North Dakota Gov. Doug Burgum to lead the U.S. Department of the Interior. Burgum, a staunch supporter of the fossil fuel industry, will replace President Joe Biden's current Interior Secretary, Deb Haaland, if confirmed.

Trump made the announcement at a gala hosted by the America First Policy Institute, teasing the audience with a playful remark: "I won't tell you his name, it might be something like Burgum," before confirming, "Actually, he's going to head the Department of Interior, and he's going to be fantastic."

Burgum's Background and Industry Ties

Burgum, 68, has been a prominent figure in the fossil fuel industry, known for advocating energy policies that prioritize oil and gas development. His experience extends beyond politics; he made his fortune in the tech industry as the founder of Great Plains Software, which Microsoft acquired in 2001. Following the acquisition, Burgum served as a senior vice president at Microsoft until 2007 before venturing into the world of venture capitalism.

During his tenure as North Dakota's governor, which began in 2016, Burgum became a vocal proponent of the Dakota Access Pipeline (DAPL). On his first day in office, he urged then-President Barack Obama's administration to approve the necessary easements for the pipeline's completion, citing delays that he believed were politically motivated. Burgum also called on the federal government to reimburse North Dakota $17 million for law enforcement costs incurred during the DAPL protests.

Burgum is set to replace Deb Haaland, the first Native American to serve as a Cabinet secretary, who has been a key figure in President Biden's environmental policy. Haaland, a member of the Pueblo of Laguna, was confirmed by the Senate in March 2021 and has since led initiatives focused on conservation, tribal sovereignty, and renewable energy.

Under Haaland’s leadership, the Department of the Interior has been at the forefront of Biden's climate agenda, prioritizing the protection of public lands and waters. Burgum's appointment, however, signals a shift towards a more pro-energy development stance, aligning with Trump's America First energy policies.

Ongoing Controversy Over the Dakota Access Pipeline

The Dakota Access Pipeline, which Burgum has long supported, remains a contentious issue. The Standing Rock Sioux Tribe has been actively fighting to protect its lands and waters, particularly the segment of the pipeline running beneath Lake Oahe. Last month, the tribe asked a D.C. federal judge to halt operations of the pipeline, arguing that Energy Transfer LP's latest emergency response plan lacks a realistic assessment of a worst-case oil spill scenario.

The tribe's lawsuit contends that the U.S. Army Corps of Engineers failed to enforce key environmental regulations, thereby endangering the Missouri River and the tribe’s way of life. They are seeking a permanent injunction or a court order compelling the pipeline's shutdown until compliance with federal environmental laws is achieved.

Meanwhile, North Dakota recently sought to intervene in the case, arguing that a pipeline shutdown would severely impact the state's economic interests, particularly in the oil and gas sector.

Support and Reactions to Burgum's Nomination

As news of Burgum's selection spread, the Republican Governors Association took to X, formerly known as Twitter, to congratulate him. They described Burgum as a "strong leader" with a proven track record of "preserving our natural heritage while advocating for reforms that would put our natural resources to use here at home."

In a brief statement to Law360, Burgum expressed his enthusiasm for the new role: "I'm honored and excited to serve and will have more to say after the official announcement."

Burgum’s appointment is expected to face both support from energy sector advocates and opposition from environmental groups and tribal communities concerned about the implications for conservation and indigenous rights.

As Burgum prepares to take the reins at the Department of the Interior, his leadership could steer the agency towards policies favoring increased domestic energy production, a hallmark of Trump's previous administration. With the 2024 presidential election on the horizon, Trump's choice reflects a continued focus on energy independence and economic growth through resource development.

Burgum, who was briefly a candidate in the 2024 GOP presidential primary, enters this role with significant experience in both business and politics, positioning him as a key player in the next administration's energy strategy.
