U.S. Sends Hundreds of Troops Into Latin America as Pentagon Expands Military Reach

Key Takeaways

  • The United States is reportedly sending roughly 600 Army soldiers into Latin America, with personnel from the 10th Mountain Division expected to train and exercise with regional forces, including activities in Panama, Colombia and Honduras.
  • The deployment does not appear to be an isolated move. Official U.S. military documents show Washington has been constructing a much larger Western Hemisphere military architecture involving a new four-star Army command, expanded access in Panama, jungle warfare training and a rotational U.S. military presence.
  • There is an important distinction between what has been officially acknowledged and what is now being reported.USA Herald could not locate a Pentagon or SOUTHCOM announcement publicly confirming the new 600-soldier deployment as of publication, making the troops' precise authorities, duration and rules of engagement major unanswered questions.

WASHINGTON - The United States is reportedly preparing to send hundreds of Army soldiers into Latin America, marking another significant step in Washington's rapidly expanding military focus on the Western Hemisphere.

Approximately 600 soldiers from the Army's 10th Mountain Division are reportedly being sent into the region to train and conduct exercises with partner forces, beginning with activities in Panama and extending into Colombia and Honduras.

But focusing only on the number 600 risks missing the larger story.

Official U.S. military documents reviewed by USA Herald show the Pentagon has spent much of the past year quietly building the command structure, training facilities and regional access necessary to sustain a substantially larger American military presence across the hemisphere.

The Army activated the U.S. Army Western Hemisphere Command in December 2025.

The Army's own description calls it an "operational warfighting theater command headquarters" responsible for the Western Hemisphere and says its mission includes conducting "hemispheric defense-in-depth" and providing ready military forces.

That command reached full operational capability in June and replaced a more fragmented structure. The Army says it now serves as the Theater Army for both U.S. Northern Command and U.S. Southern Command.

An official Army article published in June went even further, describing the command's headquarters battalion as supporting more than 1,000 soldiers and civilians throughout the organization and enabling a "combat ready response force" overseeing the Western Hemisphere.

U.S. Army statement on the expanding Western Hemisphere mission

That makes the reported deployment of approximately 600 soldiers more significant. It is occurring after the Pentagon created an organizational structure specifically designed to coordinate Army operations across the hemisphere.

Panama is emerging as a critical hub in this expanding U.S. military strategy, giving the country a particularly important role in the Pentagon’s growing Western Hemisphere footprint.

In its official 2026 Posture Statement, U.S. Southern Command told Congress that it had expanded access at strategically important locations and was using that expanded posture to support priority missions.

SOUTHCOM disclosed that it established the Joint Security Cooperation Group–Panama, which provides opportunities for increased joint exercises and a rotational U.S. military presence at Panama Pacifico International Airport, Naval Base Noel Rodriguez and Aeronaval Base Cristóbal Colón.

The command also confirmed construction of a multi-use facility at the reestablished Combined Jungle Operations Training Center.

This is particularly noteworthy because SOUTHCOM said the expanded access helps the United States protect critical infrastructure, secure the Panama Canal and ultimately deny adversaries the ability to position forces and capabilities in the hemisphere.

In other words, Washington's expanding presence is not being described solely as a drug-interdiction mission.

It is also part of a broader strategic competition over who controls military access and influence in America's immediate neighborhood.

There is also official evidence tying the 10th Mountain Division to the expanding Panama mission.

SOUTHCOM records from March identify personnel associated with the 10th Mountain Division, 82nd Airborne Division and 101st Airborne Division in connection with Jungle Operations Training Course activities in Panama.

Those exercises teach American and Panamanian personnel to maneuver and survive in jungle and littoral environments.

The relationship expanded further in August during PANAMAX 2026, when Panama hosted forces from numerous countries and the United States co-led military components of the exercise.

U.S. Army's official PANAMAX 2026 announcement

The Army subsequently described its forward deployment during PANAMAX as its "most significant physical footprint" in Panama in more than a decade.

Panama's own government previously agreed with Washington to refocus bilateral training and exercises in the country, improve joint jungle-operations training and restore PANAMAX in Panama.

Official Panama-U.S. joint declaration

For now, the critical distinction is between training and combat.

There is no official evidence reviewed by USA Herald establishing that the newly reported 600 soldiers have been authorized to independently conduct offensive ground operations against drug cartels.

The most revealing development may therefore not be that 600 soldiers are reportedly heading south.

It is that when they arrive, much of the military infrastructure needed to support them is already there.

The Pentagon has established a Western Hemisphere warfighting command. SOUTHCOM has expanded regional access. Panama is hosting rotational American forces and jungle training. Multinational exercises have returned at a scale not seen there in years.

The unanswered question is whether this remains a rotating training and counter-narcotics mission — or whether Americans are watching the early stages of a more permanent U.S. military posture in Latin America.

The mission’s duration and limits deserve a clear public explanation. A training deployment and an open-ended military presence raise different questions.
