US pauses $1B Medicaid funds to California and Minnesota

US California and Minnesota Medicaid pause

Washington just pulled the plug on more than $1 billion in federal Medicaid funding headed to two states, and the fallout is already turning into a full-blown political brawl. The Trump administration announced it will defer the payments to California and Minnesota, citing "suspected fraud and noncompliance" — a move that landed less like routine bureaucracy and more like a direct challenge to two state governments.

The US Department of Health and Human Services framed the decision as part of its broader campaign against fraud. Gov. Gavin Newsom's office, however, wasn't buying it, dismissing the Tuesday, July 21 announcement as a "recycled political stunt" — the kind of retort that suggests this fight is just getting started.

Payments Paused While Claims Face Scrutiny

HHS said the funding freeze will remain in place "while high-risk claims undergo additional review" — a holding pattern that leaves both states waiting in limbo rather than facing an outright cutoff.

Kennedy Draws A Hard Line On Spending

HHS Secretary Robert F. Kennedy Jr. didn't soften his message at a press conference, declaring that Medicaid and Medicare dollars won't go "out the door until we have confidence that they are being spent lawfully and appropriately." He tied the deferred payments directly to what he called "suspected fraud and noncompliance" — language that treats the pause as a precaution, not a punishment, at least officially.

California Bears The Bulk Of The Freeze

Of the total sum, the Centers for Medicare & Medicaid Services is holding back approximately $867.5 million in federal Medicaid payments to California alone — the lion's share of the overall deferral.

CMS said it flagged California's claims "for certain in-home care programs after identifying spending growth that far exceeded national trends and other claims that require additional documentation," according to HHS — essentially arguing the numbers had grown so unusual they demanded a second look.

Newsom's Office Fires Back Hard

California wasted no time pushing back. Newsom's press office took to X to call the July 21 announcement from Dr. Mehmet Oz, CMS administrator, "the same recycled political stunt we've seen before" — a phrase that frames the funding freeze as déjà vu rather than genuine oversight.

"Not Because Trump Has Evidence"

"California isn't being targeted because Trump has evidence of fraud," the governor's office insisted, instead characterizing the move as politically motivated. The office went further, arguing that Dr. Oz was missing the bigger financial picture entirely, claiming taxpayer money is actually being saved "by keeping seniors and people with disabilities out of far more expensive nursing homes!"

"We hate fraud. That's not what this is," Newsom's press office continued. "And we stand ready to collaborate with CMS in good faith efforts to combat fraud" — a statement that positions California as willing to cooperate, just not willing to accept the premise behind the freeze.

A Warning That Came Months Earlier

This standoff didn't materialize out of thin air. Back in May, Dr. Oz had already signaled trouble was brewing, posting on social media that CMS had notified California's Department of Health Care Services it was deferring more than a billion dollars in federal Medicaid funding — an early tremor before Tuesday's full quake.

Not A Permanent Cut, HHS Insists

Despite the dramatic dollar figures involved, HHS was careful to frame this as a temporary measure rather than a lasting funding cut. "Both states will have the opportunity to provide documentation showing the claims meet federal Medicaid requirements," the agency said — leaving the door open for both states to reclaim the withheld funds if they can satisfy federal reviewers.

Kennedy reiterated that California and Minnesota must submit documentation proving the payments "are legitimate" if they hope to unlock the combined total exceeding $1 billion currently on ice.

Medi-Cal Caught In The Crossfire

Medi-Cal, California's Medicaid program, sits squarely at the center of the dispute. The California Department of Health Care Services, the agency tasked with administering the program, did not immediately respond to the USA TODAY Network's request for comment — leaving key questions about the state's next move unanswered for now.

As the US California and Minnesota Medicaid pause plays out, both states now face a familiar dilemma in the Trump era: prove compliance to federal reviewers, or watch billions in funding remain frozen while the political sparring continues in the background.
