USDA Cattle Herd Initiative Aims to Reverse a 75-Year Low in Ranching

America's cattle herd has shrunk to levels not seen in three-quarters of a century, and the U.S. Department of Agriculture is now rolling out a sweeping response. Agriculture Secretary Brooke L. Rollins announced the Ranchers First Initiative, a package of actions designed to rebuild what officials are calling the Great American Beef Herd and reposition ranchers at the center of the nation's food supply chain.

Building on a Prior Beef Industry Plan

The new initiative builds directly on USDA's October 2025 Plan to Fortify the American Beef Industry, extending a policy effort the department first launched roughly a year earlier. According to USDA, the cattle herd currently sits at a 75-year low, a decline officials attribute to a combination of regulatory burdens and shifting climate policy pressures on the industry.

Secretary Rollins on the State of Ranching

"Until President Trump took office, America's ranchers were treated as a problem with policy geared toward their eventual extinction. The consequences were devastating: a war on beef, a cattle herd at a 75-year low, and the loss of tens of thousands of family operations," Rollins said. "President Trump promised to put the American ranchers first, and the Ranchers First Initiative delivers on that promise. We are investing real dollars to rebuild the Great American Beef Herd, giving producers the risk management tools they need, cutting the red tape that has squeezed small and independent operators, and demanding transparency in a marketplace that has been consolidated and foreign-owned for far too long."

New Financial Tools for Heifer Retention

One of the initiative's central features is a new insurance mechanism called the Beef Retention and National Development endorsement, layered onto the existing Livestock Risk Protection program. The BRAND endorsement will let ranchers insure the economic value of retaining a heifer for breeding purposes over a two-year window, establishing a protected value tied to the heifer's expected slaughter value at the time of enrollment. If that heifer's projected or actual slaughter value later exceeds what she'd be worth as breeding stock, the policy would cover the difference — giving ranchers a financial cushion to choose long-term herd building over short-term sale.

Expanding Disaster Recovery Flexibility

USDA is also extending Emergency Conservation Program flexibility to Grassland Conservation Reserve Program acres, allowing ranchers to speed recovery after wildfires and other natural disasters. Officials frame this flexibility as a direct investment in herd rebuilding, since it lets ranchers restore critical infrastructure quickly and limit long-term losses following disaster events.

A Push to Revitalize Local Meat Processing

Building on the earlier Strengthening Processing for U.S. Ranchers program, USDA is launching a new SPUR Guaranteed Loan Program aimed at supporting regional beef processing — including help establishing processor co-ops, expanding small business operations, and diversifying the range of animal proteins being processed.

A Regional Processing Continuity Effort

The department is also establishing a Regional Processor Continuity Effort intended to strengthen regional processing capacity and improve resilience across the broader agricultural supply chain. USDA noted that recent processing facility closures mean nearly 20% of the nation's beef processing capacity could soon become available as the herd rebuilds — an opening officials say represents a significant opportunity to shift that capacity toward American-owned independent small, mid-size and new cooperative operations, rather than leaving it in foreign hands.

Steering Federal Spending Toward American Beef

USDA plans to prioritize federal procurement of locally processed American beef, encouraging purchasing across federal and state institutions including prisons, hospitals and related facilities. By tightening domestic sourcing requirements, the department aims to boost demand for American-raised beef while reinforcing transparency in federal food purchasing. This effort builds on last week's Harvest to Hallways announcement focused on healthy school food, and will extend USDA's coordination beyond Health and Human Services to include the Department of Justice, Veterans Affairs and the Department of War.

Support for the Next Generation of Ranchers

Under the Working Families Tax Cuts, USDA expanded support for beginning farmers and ranchers throughout their first decade of operation, including increased premium assistance across that entire period. New ranchers can also tap specialized Farm Service Agency loans to purchase land, livestock and equipment, access free conservation and grazing management guidance through the Natural Resources Conservation Service, secure risk management coverage through livestock insurance programs, and connect with state coordinators for additional support.

A New Office for Beginning and Veteran Ranchers

To build on those existing programs, USDA will establish a dedicated initiative focused on Beginning and Veteran Farmers and Ranchers Affairs. The department also plans to collaborate with the Department of War and the Department of Veterans Affairs, leveraging programs like the Department of War's SkillBridge initiative to help recruit servicemembers transitioning out of military service into ranching and farming careers.

A Timeline of Recent Actions

USDA outlined a series of prior actions building toward this latest initiative:

October 2025: Secretary Rollins, alongside the Departments of the Interior and Health and Human Services and the Small Business Administration, launched the Plan to Fortify the American Beef Industry.

March 2026: USDA and the Department of the Interior signed a memorandum of understanding to expand grazing access and cut permitting delays on public lands.

June 2026: USDA launched the Small Processors Action Plan and opened a fourth round of the Meat and Poultry Processing Expansion Program, providing $60 million to expand domestic processing capacity.

June 2026: The U.S. Forest Service issued a department-wide grazing directive protecting roughly 23,000 permittees and lessees who depend on public rangelands.

June 2026: Secretary Rollins announced the SPUR Program, providing up to $500 million to independent and regional beef slaughter facilities.

June 2026: Secretary Rollins announced the $500 million Fertilizer Investment & Expansion for Long Term Domestic Supply Program, aimed at onshoring domestic fertilizer production and lowering costs for farmers and ranchers.

2026: USDA launched and continued expanding awareness of the Product of USA label, helping consumers identify beef born, raised, harvested and processed domestically.

August 2026: USDA and Health and Human Services announced the Harvest to Hallways initiative, aimed at putting more American-raised beef and local products into school meals.
