Dem. Rep. Henry Cuellar and Wife Indicted for Foreign Bribes and Money Laundering

This week the U.S. Justice Department has brought charges against longtime Texas Representative Henry Cuellar and his wife, Imelda Cuellar. The indictment accused the couple of engaging in foreign bribes and money laundering activities.

Foreign Bribes

Cuellar, and his wife stand accused of accepting approximately $600,000 in payments from an oil and gas company associated with the government of Azerbaijan and a bank based in Mexico City.

 These transactions, according to the indictment, spanned several years, starting in December 2014 and continuing until at least November 2021. Notably, Cuellar had previously served as co-chair of the Congressional Azerbaijan Caucus.

Cuellar allegedly used his position to influence U.S. foreign policy in favor of Azerbaijan and to benefit the Mexican bank. It is claimed that he leveraged his legislative power for personal gain. 

There is evidence that the funds were laundered through shell companies owned by Imelda Cuellar, implicating them both on charges related to bribery, wire fraud, money laundering, and acting as foreign agents. 

The charges were the result of a multi-year DOJ investigation. In 2022, the FBI searched Cuellar's home and campaign office, as part of the federal probe into his Azerbaijan links.

Denial of Wrongdoing

Following the unsealing of the indictment, both Henry and Imelda Cuellar made their initial court appearance before a U.S. magistrate judge in Houston. 

In a preemptive statement released before the indictment, Congressman Cuellar denied any wrongdoing, asserting his innocence and emphasizing that he and his wife had sought legal advice from the House Ethics Committee and a national law firm.

According to Cuellar’s press statement “I want to be clear that both my wife and I are innocent of these allegations,” and that he had “proactively sought legal advice from the House Ethics Committee, who gave me more than one written opinion, along with an additional opinion from a national law firm.”

“Furthermore, we requested a meeting with the Washington D.C. prosecutors to explain the facts and they refused to discuss the case with us or to hear our side,” Cuellar added. 

 Despite the charges, Cuellar said he intends to run for reelection in November.

Politics and Reactions

The allegations against Cuellar have triggered swift reactions from both sides of the political aisle.

 House Minority Leader Hakeem Jeffries has emphasized the presumption of innocence and Cuellar's right to due process. While Republicans, have called for his resignation.

Christie Stephenson, a spokesperson for Jeffries, said that Cuellar will step down as the top Democrat on the House Appropriations subcommittee responsible for funding the Department of Homeland Security. 

 The National Republican Congressional Committee wasted no time in seizing upon the indictment. Delanie Bomar, a spokesperson for the NRCC released a statement portraying Cuellar as self-serving. And claiming that “If his colleagues truly believe in putting ‘people over politics,’ they will call on him to resign. If not – they are hypocrites whose statements about public service aren’t worth the paper they’re written on.”

The legal saga unfolds at the intersection of foreign bribes, influence and politics. Cuellar, whose district includes a portion of the Texas border with Mexico, lives in Laredo.

The congressman and his wife were each released on a $100,000 bond after a first appearance in federal court in Houston.
