How California’s Soaring Insurance Rates Could Lead to Higher Rents

[CALIFORNIA] - As insurance companies hike premiums or cancel coverage altogether in response to wildfires and rising property replacement costs, California landlords are facing a financial squeeze. For tenants, this could mean higher rent prices — a burden many already struggle to bear in a state known for its housing crisis

it’s become clear that California’s housing crisis is being exacerbated by rising insurance costs. Landlords are finding themselves in a tough spot as insurers pull out of the state or raise premiums due to the increasing risks of wildfires and the rising cost of rebuilding properties. With nearly half of California’s residents renting, these added costs are trickling down to tenants.

In recent months, major insurance providers like State Farm and Allstate have stopped writing new policies in California, while others have hiked rates significantly. Even properties outside of high-risk wildfire zones are feeling the effects. For landlords, the only options are often switching to the more costly FAIR Plan, a last-resort insurance option, or piecing together coverage from out-of-state providers. Unfortunately, these added costs are making it nearly impossible for small landlords to stay afloat without raising rents.

Landlords Caught Between Rising Costs and Rent Control

California’s rent control laws, which typically cap annual rent increases at 5% plus inflation, or a maximum of 10%, are meant to protect tenants from sudden spikes. However, with insurance premiums increasing by as much as 150% in some cases, small property owners are struggling to keep their properties profitable.

Take Jeff Duncan, a landlord in San Bernardino, who recently saw his insurance premium jump by $28,000 after his policy was canceled by Farmers. Despite finding a new provider, his expenses have skyrocketed. Combined with rent control limits, Duncan and others in similar situations face shrinking profit margins, making them reconsider their investments in real estate.

“Death by a thousand cuts” is how Duncan describes the situation. A single rent cap might seem manageable, but when you combine it with escalating insurance rates and the costs of maintaining older buildings, the financial pressure becomes overwhelming. For small “mom-and-pop” landlords like David Vasquez, who owns a few rental units in Santa Clara and Manteca, the situation is dire. After State Farm canceled their policy, they were forced to piece together coverage from multiple insurers at a much higher cost. Now, they’re planning rent increases to stay afloat.

Tenants Feeling the Squeeze

For renters, the news isn’t good. With nearly 44% of Californians renting, many of whom are already considered severely cost-burdened (spending over half their income on rent), even modest increases could tip the scales. According to data from Zillow, the median rent in California is $2,850 — a third higher than the national average. If landlords continue passing on their rising insurance costs, tenants could face significant financial strain.

Shanti Singh, legislative director for Tenants Together, expressed concern that renters are likely to bear the brunt of these increases. “It’s still kind of an unknown how common it is that tenants’ rents are rising along with insurance costs,” she said, pointing out that not all landlords are transparent about their reasons for raising rents.

In some areas, the impact is already being felt. Renters in the Bay Area reported rent hikes earlier this year directly tied to rising insurance premiums. As climate change continues to drive up the cost of living in California, renters are left with few options and limited recourse.

What’s Next?

California’s insurance commissioner, Ricardo Lara, has proposed a multi-part plan to address these challenges, including allowing insurers to use catastrophe models if they agree to cover certain areas. While these measures may help, they are unlikely to fully relieve the pressure on the rental market.

As I see it, the situation is poised to worsen as insurance becomes less accessible and affordable, and landlords are forced to pass those costs onto tenants. This could lead to an even more challenging housing market, where affordable rentals become increasingly rare. For California renters, the future could mean higher rent, fewer housing options, and a tougher road ahead in an already strained market.
