Trump’s War in Iran Deepens as Lawmakers Push Back

As the military confrontation unfolds, Congress is scrambling to reassert its constitutional authority over war-making powers, even as President Donald Trump signals that operations will continue.

Three American troops have already been killed in the early days of fighting, and President Trump has warned that more casualties are “likely” as the campaign expands. 

The administration has not clearly defined its objectives, raising alarm among lawmakers in both parties who fear a broader Middle East war

War Powers in Iran Creates Showdown on Capitol Hill

In response to Trump’s War and Iran, bipartisan groups in both the House and Senate are advancing resolutions under the 1973 War Powers Resolution. That law, passed during the Vietnam War, was designed to limit unilateral presidential military action without congressional approval.

Leading the effort in the Senate is Tim Kaine (D-Va.), who has long argued that Congress must vote before U.S. troops are placed in harm’s way.

“The Constitution says we’re not supposed to be at war without a vote of Congress,” Kaine said in an interview. “The lives of our troops are at risk. We ought to come back to Washington right away and vote on this.”

The Senate resolution faces steep odds. Even if it passes both chambers, Congress would likely need a two-thirds majority to override a presidential veto — a threshold that appears difficult to reach.

Supporters argue the vote is about more than partisan politics; it is about restoring constitutional balance. Critics, however, contend that such measures could constrain the president during an active military conflict.

Democrats and Republicans Divided on Trump’s War

The debate over Trump’s War and Iran has fractured both political parties.

In the House, Rep. Ro Khanna (D-Calif.) estimates the resolution has only a 40% to 60% chance of advancing. He warned that Democrats who support Trump’s military campaign risk alienating their base.

“It would be a disastrous vote for any Democrat to vote for Donald Trump’s war in the Middle East,” Khanna said. 

Fetterman votes with Republicans

However, not all Democrats agree. Sen. John Fetterman (D-Pa.) dismissed the resolution as largely symbolic. “It’s not necessary… it’s really an empty gesture,” he said in a television interview.

On the Republican side, most lawmakers appear to back Trump’s strategy. Sen. Tom Cotton (R-Ark.), chair of the Senate Intelligence Committee, predicted “overwhelming support” among Republicans for the president’s actions.

Yet there are notable exceptions. Rep. Thomas Massie (R-Ky.), a co-sponsor of the House resolution, criticized the intervention as inconsistent with an “America First” foreign policy, signaling internal GOP tension.

 Unclear Objectives in Iran

White House officials, including the CIA director, the defense secretary, and the secretary of state, are expected to brief lawmakers on the administration’s strategy. So far, however, President Trump has offered few specifics about what would constitute victory.

In a video posted Sunday, Trump vowed that U.S. attacks would continue until objectives are met — though he did not clarify those goals.

The lack of transparency has fueled skepticism among war powers advocates. Sen. Mark Kelly (D-Ariz.), a former Navy pilot, warned that the administration lacks a clear plan to prevent escalation into a wider regional war

Trump's War Continues in Iran

This is not the first time Congress has attempted to limit Trump’s use of military force without explicit authorization.

Earlier efforts to curb action against Iran stalled after strikes on Tehran’s nuclear facilities. Similarly, a war powers resolution related to Venezuela advanced briefly in the Senate but ultimately failed to become law.

Those precedents suggest that, despite vocal opposition, congressional efforts may again fall short — particularly if Republican leadership remains unified behind the president.

As Trump’s War and Iran intensify, lawmakers face a defining moment. The Constitution grants Congress the power to declare war, yet modern presidents of both parties have increasingly acted without formal declarations.

The coming votes will test whether Congress can reclaim that authority or whether the executive branch will continue to dominate decisions of war and peace.

Meanwhile, American troops remain deployed, casualties are mounting, and the conflict shows no immediate signs of de-escalation. The outcome of this legislative battle may shape not only the future of U.S. involvement in Iran but also the broader balance of power between Congress and the presidency for years to come.
