What Homeowners and Insurers Need to Know

• California is already seeing coastal damage before the core winter storm season arrives, while NOAA says there is a greater than 90% chance El Niño becomes “very strong.”
• Insurers could face a difficult combination of flooding, wind, coastal erosion, debris flows, auto losses and sharply higher reconstruction costs.
• Homeowners from California to New York should check flood coverage and replacement-cost limits now—after water enters the house, the coverage question is already too late.

California is preparing for an El Niño that federal forecasters say could rank among the strongest on record—and the insurance industry may soon find itself dealing with something more complicated than simply a season of heavy rain.

NOAA says El Niño is strengthening, with a greater than 90% chance of a very strong event during fall and winter 2026-27. Its September outlook also gives the developing event a 75% chance of reaching historic strength. Climate Prediction Center

California is not waiting. Gov. Gavin Newsom declared a statewide emergency on September 21, directing agencies to stage pumps, sandbags, emergency equipment and other resources ahead of possible flooding, landslides, debris flows and coastal damage. Governor of California

And there has already been a warning shot.

Powerful surf this month damaged Southern California beachfront homes, stripped away beaches, damaged seawalls and triggered evacuations. In Dana Point, seven homes were red-tagged after wave damage. Long Beach suffered flooding and damage to its boardwalk, while erosion also affected coastal infrastructure farther south. Los Angeles Times

That matters to insurers because a major El Niño can create several categories of losses at once.

Wind-driven rain and falling trees can generate homeowners claims. Flooded vehicles can trigger comprehensive auto claims. Water entering from rising surface water, however, is generally treated as flooding—and standard homeowners insurance usually does not cover it. Then comes the second problem—the price of putting everything back together.

Construction input costs rose 8.9% between August 2025 and August 2026, according to an Associated General Contractors analysis of government data. Aluminum mill shapes increased 27.3%, steel mill products 23.4%, copper and brass 20.9%, while diesel costs surged. Those figures cover construction inputs more broadly, not a typical residential repair basket, but they show the inflationary pressure contractors are already facing. Associated General Contractors

A widespread catastrophe can add what insurers call demand surge: thousands of policyholders suddenly need roofers, electricians, plumbers, drywall, lumber, equipment and temporary housing at the same time.

Global transportation is another wild card. Shipping through the Strait of Hormuz has fallen sharply amid continuing Middle East conflict, while security concerns remain around the Bab el-Mandeb and Red Sea. Container carriers have begun returning some services through the Suez Canal, but companies say future routing still depends on regional stability. Reuters

That does not mean every piece of rebuilding material will suddenly become scarce. It does mean fuel, freight and imported-material costs have another potential source of volatility precisely when a major U.S. rebuilding cycle could increase demand.

And this is not only a California story.

NOAA's winter outlook favors wetter-than-normal conditions across portions of the southern and central United States, with that wet signal extending northward along the Atlantic Coast into New England. Climate Prediction Center

New York homeowners face the same basic insurance trap: standard homeowners policies generally exclude flooding. Coastal New Yorkers may also have hurricane deductibles commonly ranging from 1% to 5% of insured dwelling value. Department of Financial Services

The practical move now is simple. Photograph the entire home and valuable belongings. Check the declarations page. Determine the dwelling replacement limit, flood coverage, deductibles, additional-living-expense coverage and comprehensive auto coverage. Clear gutters and drainage paths, save insurance documents electronically, and know exactly whom to call after a loss.

The storm does not have to break a rainfall record to become an expensive insurance event. It only has to hit enough homes at the same time.
