WASHINGTON - Air Force Secretary Troy Meink’s disclosure this week that the Space Force now has “on-orbit space control weapons capable of defending the joint force against hostile adversary action” pushed a long-running debate over military space capability into clearer public view. Meink declined to describe the systems or say whether they are kinetic or non-kinetic, but he tied future space-defense work directly to the Space-Based Interceptor program and Golden Dome for America.

Golden Dome, launched by executive order in January 2025, is designed to connect sensors, radars, command-and-control networks and interceptors across land, sea, air and space. The administration says it is intended to defend the homeland against ballistic, hypersonic and advanced cruise-missile attacks. Congress later appropriated $24.4 billion for integrated air and missile defense, including $5.6 billion for space-based and boost-phase intercept capabilities, $7.2 billion for military space-based sensors and $2.2 billion to accelerate hypersonic defense systems.

The biggest shift may be moving from watching missiles from space to potentially destroying them from space. Space Systems Command says the Space-Based Interceptor program is developing a proliferated low-Earth-orbit constellationcapable of boost-, midcourse- and glide-phase engagements, with an integrated Golden Dome demonstration targeted for 2028. Hypersonic glide vehicles present a particularly demanding problem because their speed and maneuverability complicate tracking and interception.

Lockheed Martin is among the companies selected for SBI development. The company says Golden Dome should combine existing missile-defense capabilities with rapid development of technologies including space-based interceptors and hypersonic defenses. Its public materials call for a “whole of industry” approach that brings major defense contractors together with commercial firms and emerging technology companies. The Space Force, meanwhile, has awarded SBI development agreements across a broader field of contractors as it works toward the 2028 demonstration.

The national-security logic is layering. A missile that penetrates one defensive layer could face another, while space sensors may provide earlier and more persistent tracking. The engineering burden is equally significant. Sensors must discriminate genuine threats from other objects, networks must move trusted data at extreme speed, and interceptors must receive precise guidance while operating in an environment that could include cyberattack, electronic interference or direct threats to space assets.

Legally, Golden Dome enters a domain governed by rules written long before modern counterspace systems. The 1967 Outer Space Treaty expressly bars nuclear weapons and other weapons of mass destruction from orbit, but it does not impose a blanket prohibition on conventional weapons in Earth orbit. It also requires space activities to conform to international law and makes states responsible for their national space activities. Under the Liability Convention, a launching state can face absolute liability for damage caused by its space object on Earth or to aircraft, while liability for damage to another space object in space is generally fault-based.

Those rules connect directly to insurance. Governments frequently self-insure classified military spacecraft, but contractors and commercial operators face launch, in-orbit, collision, debris, cyber and third-party liability exposures. Marsh reports that specialized insurance can address some defense-focused space risks, while war exclusions remain common across many traditional insurance policies. A hostile event involving satellites could therefore create difficult coverage questions involving attribution, cyber operations, war exclusions, aggregation and cascading losses to communications, navigation, banking and other infrastructure dependent on space systems.

America’s Golden Dome is also becoming a workforce story. Lockheed Martin’s Space career listings span software, systems, electrical and mechanical engineering, guidance-navigation-and-control, RF engineering, cyber, manufacturing, quality and systems integration. Recent listings have included dedicated missile and spacecraft GNC positions, systems engineers, software engineers and integration-and-test specialists, with many positions requiring or referencing security clearances.

For students and mid-career professionals looking toward this field, the strongest preparation begins with aerospace, mechanical or electrical engineering, computer science, physics or applied mathematics, followed by practical experience in orbital mechanics, controls, sensors, embedded software, modeling and simulation, cybersecurity or systems engineering. The opportunity is not limited to programmers. These programs require engineers who understand propulsion and guidance, technicians who can manufacture and test hardware, cybersecurity specialists, quality experts and people capable of integrating enormously complex systems.

AI will undoubtedly be part of that architecture, but it does not eliminate the need for people who can validate software, test guidance and propulsion, investigate failures, secure networks, certify components and make accountable engineering decisions. For now, America’s effort to build a new generation of missile defenses remains as much a human engineering challenge as an artificial-intelligence one.
