Canada’s Deficit Surprise Shrinks as Oil Surge Fuels Growth, but Global Risks Loom

Canada’s economic outlook just took a dramatic turn and it is not all smooth sailing. A stronger than expected surge in oil prices has helped slash the country’s projected deficit, giving Prime Minister Mark Carney a political and economic boost. But behind the optimism lies a warning that global instability could still derail the progress.

The government’s spring fiscal update reveals a striking shift. Canada’s debt is now about 14 percent lower than previously forecast, a major improvement from the autumn projection of a C$78.3bn deficit for the 2025-26 fiscal year. The numbers suggest resilience at a time when many economies are bracing for turbulence.

Just one day earlier, Carney’s administration unveiled a bold new strategy to channel that momentum into long-term growth. The creation of the Canada Strong Fund marks a historic first for the country, signaling a new era of state-backed investment.

Ahead of the announcement, Carney set expectations high and leaned into the narrative of fiscal discipline.

"Good fiscal managers" under pressure

"We were determined to get spending down with a lot of very… difficult decisions," he said on Monday.

That discipline is now being used to justify a wave of new spending. Billions are earmarked to train skilled workers and fuel strategic investments across energy, infrastructure, mining, agriculture, and technology. The Canada Strong Fund alone will launch with an initial C$25bn, while also opening the door for everyday Canadians with "a bit of extra money" to invest directly.

The message is clear. Spend smarter now to secure stronger growth later.

A fragile recovery facing global threats

Despite the upbeat figures, the government is not declaring victory. The fiscal update delivers a stark warning about risks beyond Canada’s control.

"Heightened global uncertainty"

"The economy is expected to continue growing, but the outlook is subject to heightened global uncertainty, including ongoing trade tensions and geopolitical risks," the document stated.

Those risks are not abstract. Ongoing US tariffs and the escalating US-Israel conflict with Iran could ripple through global markets, threatening Canada’s export-driven economy.

Ironically, the same factor boosting Canada today could expose it tomorrow. As home to the world’s third-largest oil reserves, the country has benefited from rising energy prices. But reliance on oil also makes it vulnerable to sudden swings.

Relief measures for Canadians under strain

The government is also trying to cushion households feeling the squeeze. The update includes a temporary fuel tax break announced earlier this month, alongside funding for a one-time grocery rebate targeting lower-income Canadians.

These measures aim to address the affordability crisis without derailing fiscal improvements.

Still, deficits are far from gone. The government projects Canada will remain in the red for years, with shortfalls hovering around C$50bn by 2031.

Political battle lines sharpen

The improving numbers have not silenced critics. Pierre Poilievre, leader of the Conservative opposition, continues to hammer the government’s spending approach.

"Putting the nation on the credit card"

"He's putting the nation's spending on the credit card, and he's forcing families to put their personal spending on their personal credit cards to pay for his high cost of living," Poilievre said on Sunday.

He has repeatedly called for deep spending cuts and a balanced budget, arguing that rising debt is fueling the country’s affordability crisis.

A high-stakes balancing act

Canada’s latest fiscal update paints a picture of cautious optimism. Stronger growth and a shrinking deficit offer breathing room, but the path ahead remains uncertain.

With billions in new investments, mounting geopolitical risks, and a heated political fight over spending, the country now faces a defining question.

Can this momentum last or is it just a temporary lift before the next economic shock hits?
