Chinese-made graphite electrodes used in metal smelting just got hit with a countervailing duty rate steep enough to make importers wince — while similar products out of India appear headed for a far gentler landing. The U.S. Department of Commerce announced the preliminary findings Wednesday, concluding that both countries' manufacturers have been propped up by government subsidies, though to wildly different degrees.

A Triple-Digit Number That Speaks for Itself

The preliminary countervailing duty rate for large diameter graphite electrodes from China landed at 103.49%, according to a notice from the U.S. International Trade Administration — a figure so steep it effectively doubles the cost of the product before it even crosses the border. That rate applies to the two companies singled out for individual examination, Dantan New Materials Co. Ltd. and Shanxi Juxian Graphite New Material Co. Ltd., calculated using adverse facts available. It also stands as the preliminary rate for all other Chinese producers not individually named.

India's Electrodes Face a Much Softer Landing

By contrast, Indian-made large diameter graphite electrodes are staring down duty rates that look almost modest in comparison. The ITA's separate notice put one examined company, Graphite India Ltd., at a 3.68% rate, while the other, HEG Ltd., faces 6.99%. All other Indian producers not individually examined will preliminarily see a 5.87% rate — numbers dwarfed by China's triple-digit figure, like comparing a parking ticket to a total vehicle seizure.

What These Electrodes Actually Do

These large diameter graphite electrodes aren't some obscure industrial footnote — they're used to conduct electricity that melts down scrap metal and other raw materials during steel refining and related manufacturing processes, making them a quietly essential ingredient in the broader metals supply chain.

A Timeline Shift to Align Two Investigations

The notices also confirmed that the due dates for final determinations in both investigations are being pushed to Dec. 7, a shift designed to sync them up with the deadline for related antidumping investigations into the same electrodes from both China and India — essentially lining up two parallel legal tracks so they reach their conclusions in tandem rather than at staggered, potentially conflicting times.

Not Final Yet — But Getting Closer

Importantly, none of these rates are locked in stone just yet. They remain subject to change during the ongoing verification process, and even once finalized, they won't actually take effect unless the U.S. International Trade Commission separately determines that these imports are causing real harm to the domestic industry — a critical checkpoint that stands between today's preliminary numbers and any actual tariffs hitting the market.
