A routine vacation at sea spiraled into a federal criminal case after a heated confrontation aboard a Carnival cruise ship erupted into a physical fight between two Alabama women, ending with guilty pleas in U.S. court and a rare FBI-led investigation triggered by violence in international waters.

Fight at Sea Escalates Into Federal Case

Tonya Nelson and Lisa Horace, both passengers on the Carnival Spirit, were sailing on a Bahamas cruise that departed from Mobile in March when the altercation broke out near the end of the trip.

The confrontation happened at the Guest Services desk on Deck 2, according to FBI court documents, turning a routine stop for passengers into the center of a criminal investigation.

Line Dispute Sparks Confrontation

The conflict began when Nelson told Horace that the line they were standing in was reserved for Diamond and Platinum members of Carnival’s VIFP loyalty program.

Horace initially ignored the comment, according to FBI interview summaries, but tensions escalated after Nelson reportedly tapped the shoulder of Horace’s husband.

Investigators stated that Horace then threatened to slap Nelson, quickly escalating the situation into a physical fight.

Physical Altercation Caught on Ship Surveillance

What followed was a brief but violent exchange where both women slapped and kicked one another, according to investigators.

The two women did not know each other before the encounter, court records confirmed.

No significant injuries were reported after the altercation, but the incident was serious enough to trigger federal attention due to its location at sea.

FBI Steps In Due to International Waters

Because the fight occurred in international waters, the FBI assumed jurisdiction over the case, elevating what began as a passenger dispute into a federal matter.

Nelson and Horace were both charged with simple assault and were ordered to appear in federal court in Mobile on Wednesday, May 13.

Guilty Pleas With No Immediate Convictions

Both women pleaded guilty, but the court withheld adjudication.

They were instead placed on good behavior for three months, according to U.S. Attorney Michael Anderson.

If neither woman commits any new crimes or has further contact during that period, the court is expected to drop the charges, Anderson said Thursday.

Cruise Line Response and Security Changes

Carnival Cruise Line has not commented on the pending charges but did provide investigators with surveillance footage confirming the events.

According to the company’s website, priority access at Guest Services is reserved for Diamond and Platinum VIFP members, though passengers who purchase the “Faster to the Fun” package may also use the service regardless of loyalty status.

The cruise line has recently increased onboard security and updated guest codes of conduct in response to physical altercations across its fleet, signaling tighter enforcement as passenger behavior incidents draw more scrutiny at sea.
