Cruise Ship Horror: Teen Accused in Brutal Killing of Stepsister Taken Into Custody as Adult Charges Loom

The legal saga surrounding the tragic death of 18-year-old Anna Kepner aboard a Carnival Cruise ship has taken a definitive turn. Timothy Hudson, the 16-year-old accused of sexually assaulting and killing his stepsister, has been taken into federal custody. This development follows a pivotal decision by a federal judge to revoke the teenager’s pretrial release now that he faces charges as an adult.

The U.S. Attorney’s Office in Miami confirmed that Hudson surrendered to U.S. Marshals at the federal courthouse in Tampa on Monday morning. The move comes after a sealed order from U.S. Magistrate Judge Edwin Torres was unsealed, effectively ending the teen's months of freedom while awaiting trial.

A Reversal of Judicial Discretion

For several months, Hudson had been living with an uncle under electronic monitoring, a condition set by Judge Torres in February. However, the legal landscape shifted dramatically in April when prosecutors moved to have Hudson charged as an adult. Given the gravity of the potential sentence—which could now include life in prison—prosecutors argued that the risk of flight and the nature of the alleged crimes made continued release untenable.

In his order to revoke the release, Judge Torres was firm: “The Government has established, by clear and convincing evidence, that no condition or combination of conditions of release will reasonably assure the safety of the community going forward.”

While Hudson is being treated as an adult in the eyes of the court, the judge acknowledged his age by ordering that he be detained in an approved juvenile facility, rather than an adult prison, pending his trial.

The Crimes Behind the Headlines

The incident, which occurred in November on the Carnival Horizon, shocked both the cruise industry and the public. Because the tragedy took place in international waters—outside the jurisdiction of any specific state—the case fell under the purview of federal law, a rarity for cases involving minors.

According to court documents, the victim, Anna Kepner, was found hidden beneath a bed in a cabin she was sharing with Hudson and another teenager. The autopsy results were devastating: forensic reports concluded that Kepner died of mechanical asphyxia, a term used when external physical force prevents a person from breathing.

During a May 27 hearing, prosecutors laid out a harrowing timeline of the events. Assistant U.S. Attorney Alejandra Lopez argued that the attack was both prolonged and violent. Prosecutors allege that Kepner was forcibly pinned down and raped, and that it took between three to five minutes for Hudson to strangle her to death.

Defense vs. Prosecution

The courtroom clash over Hudson’s detention highlighted the tension between the teenager’s age and the severity of the allegations.

  • The Prosecution’s Stance: The government argued that the change in status from juvenile delinquent to adult defendant fundamentally altered the flight risk. If convicted as an adult, Hudson faces a potential life sentence; had he remained in the juvenile system, he would have been released at age 21 regardless of the verdict.

  • The Defense’s Stance: Evan Kuhl, representing the Federal Public Defender’s office, maintained that Hudson had been compliant with all pretrial conditions for months, suggesting no immediate reason to revoke his status prior to the trial.

Despite these arguments, the court ultimately prioritized the safety of the community and the severity of the charges, rejecting the defense’s plea to keep Hudson under his uncle’s supervision.

Remembering Anna: A Life Cut Short

Amidst the dry legal filings and courtroom arguments, the family of Anna Kepner continues to grieve. Anna, a resident of Titusville, Florida, was a high school cheerleader remembered by her community for her vibrant spirit.

At her memorial service held last November, the family requested that attendees forgo the traditional black attire in favor of bright, colorful clothing to celebrate "Anna’s bright and beautiful soul."

Christopher Kepner, Anna’s father, has previously stated that the family is placing their “trust in the justice system to pursue the truth with care and integrity,” acknowledging that the tragedy remains a “deeply painful and complex” chapter for their family.

As the case moves toward trial, Hudson remains in federal custody, awaiting his day in court for charges of first-degree murder and aggravated sexual abuse.
