WASHINGTON — The Justice Department used its first Attorney General’s Summit on Victims of Violent Crime to put something often missing from crime statistics back into view — the people behind the numbers.

Victims, parents and surviving family members gathered with federal officials ahead of the September 25 National Day of Remembrance for Murder Victims. The summit included families affected by homicide, fentanyl, drunk driving, repeat offenders and other violent crimes.

At the center of the event was a new federal funding initiative called the Assisting Neighborhoods and Governments with Enforcement of Laws, or ANGEL, Grant Program.

DOJ says $25 million will be available through competitive grants for state, local and tribal governments conducting coordinated law-enforcement operations aimed at violent crime, criminal immigration enforcement, gangs, cartels, drug trafficking and related offenses. Individual awards can reach $500,000, with applications due October 20, 2026.

That matters because the grant is more than another federal funding announcement. It ties federal money to a specific enforcement strategy — coordinated operations involving local authorities and federal priorities.

Attorney General Todd Blanche said testimony from victims and surviving families would influence the department’s work, telling attendees the summit was “just the beginning.” The event also featured FBI, DEA, White House and Justice Department officials discussing violent crime, fentanyl and immigration enforcement.

The stories presented were intensely personal. Among the speakers identified by DOJ were parents whose children were killed in shootings, crashes, home invasions or after consuming counterfeit pills containing fentanyl, as well as advocates pushing for changes in bail laws, offender tracking and victims’ rights.

The broader crime numbers add important context.

FBI statistics released in August show the national violent-crime rate fell 9.3% from 2024 to 2025, the largest year-to-year decline since federal estimates began in 1936. Murder and nonnegligent manslaughter fell an estimated 18.1%, robbery 18.5%, rape 7.6% and aggravated assault 7.2%. The estimated murder rate reached 4.1 per 100,000 people.

Those figures are significant, but they require careful reading. They describe national trends based on crimes reported to participating law-enforcement agencies. The FBI itself cautions that crime conditions can differ substantially from one city, county or state to another.

That is where the summit’s message becomes harder to reduce to a statistic.

A falling national crime rate does not make a murdered child less dead, erase a family’s loss or answer whether a particular offender could have been stopped earlier. At the same time, individual tragedies cannot alone establish national crime trends or prove that one particular policy caused them.

The real test for the ANGEL program will come after the speeches — which agencies receive the money, how the funds are used, what enforcement actions follow and whether measurable public-safety results can be tied to those expenditures.

DOJ has placed victims at the center of that discussion. The next question is what happens when those stories become policy.
