How many license plate cameras have already photographed your car this year? Until recently, there was no easy way to find out. Now there's a growing network of citizen-built websites designed to answer exactly that question.

Automated license plate readers — the small, unassuming cameras increasingly mounted on poles, intersections and neighborhood entrances — are expanding fast enough that concerned citizens have started building their own infrastructure just to track them. Open-source platforms like DeFlock and Eyes On Flock now let anyone see where these cameras are installed nationwide, and in some cases, which organizations are pulling license plate data and why.

Mapping the Surveillance Grid

DeFlock's approach is the most visual: an interactive, crowd-sourced map showing installed camera locations across the country, built and maintained by volunteers since the organization's founding in 2024. Anyone can submit a newly spotted camera to the map, and the project has since spun off into city-specific chapters run by local groups in their own communities.

Eyes On Flock takes a different angle, focusing less on where cameras sit and more on who's using them — allowing users to see which organizations are searching Flock's database, and for what stated purpose. A third tool, Have I Been Flocked?, lets drivers search their own license plate number to check whether it's been picked up by an automated reader, pulling its data from Flock's public transparency portals and records requests submitted by volunteers.

There's even a route-planning option. FlockHopper, powered by DeFlock's underlying data, functions like a privacy-conscious alternative to a standard GPS app — drivers enter a starting point and destination, and the tool calculates how many cameras a direct route would pass, then offers an alternate path built to minimize camera exposure. That privacy-first route tends to run longer than the direct one, a trade-off the tool makes explicit rather than hiding.

A Technology Growing Faster Than the Debate Around It

The scale of the buildout is significant. As of late June, Flock Safety reported operating more than 120,000 cameras across 49 states. DeFlock's own count, which includes readers beyond just the Flock brand, put the number above 127,000 as of Aug. 10 — suggesting the citizen-tracking effort is racing to keep pace with a technology that shows no signs of slowing down.

Flock is just one manufacturer in a broader industry that includes companies like Motorola Solutions and Genetec, all producing cameras capable of capturing far more than a license plate number — make, model, color, and identifying details like bumper stickers or body damage. Local law enforcement, municipalities and private property owners are installing them at a rapid clip, citing crime deterrence as the core justification.

Flock Safety and its supporters point to concrete results: the company's searchable, nationwide database has reportedly helped locate missing people, recover stolen vehicles and identify suspects in high-profile cases, including the 2025 mass shooting at Brown University.

Where Praise Turns Into Vandalism

Not everyone is convinced the trade-off is worth it. Critics argue the cameras amount to a privacy nightmare, with some going as far as calling the practice a violation of the Fourth Amendment's protection against unreasonable searches and seizures.

In several states, that frustration has moved from complaint to direct action. Automated license plate readers have been shot at in Tennessee, struck by a truck in California, beaten with a baseball bat in Virginia, cut down with a saw in Texas, splattered with paint in New York, and repeatedly blocked by a lone protester in Florida — a pattern that spans coast to coast and shows little sign of a single motive beyond a shared frustration with the technology itself.

Flock Safety did not immediately respond to questions about the rise of these citizen-tracking websites when contacted this week. But the company has previously acknowledged the backlash without condemning it outright. Spokesperson Paris Lewbel said people have every right to make their voices heard, while drawing a clear line that criminal acts should never be part of that process — adding that damaging the equipment ultimately undercuts the communities the technology is meant to protect.

Transparency, But Only If Entities Choose It

There is one official channel for oversight built into the system, though it isn't mandatory. Entities that partner with Flock have the option to launch a public-facing Flock Transparency Portal, which automatically pulls data from both the entity and Flock Safety itself. The portal shows how many cameras an agency manages, how many vehicles were detected over the prior 30 days, which outside networks or entities the data is shared with, and how the cameras are being used day to day.

Crucially, no entity is required to run one. Which means, for now, the most comprehensive nationwide picture of where these cameras sit and how they're used isn't coming from the industry or from government oversight — it's coming from the same citizens the cameras were installed to watch.
