Finance ministers, central bankers, and senior financial executives are raising urgent concerns about a powerful new artificial intelligence system they fear could expose critical weaknesses in global financial infrastructure, triggering a wave of crisis-level discussions across top economic institutions.

The model, known as Claude Mythos developed by Anthropic, has reportedly identified vulnerabilities across multiple major operating systems, prompting emergency meetings among policymakers and cybersecurity leaders as fears grow over its potential misuse.

While some experts warn it could represent a major leap in cyber capability, others argue the full extent of its power remains unproven and requires further independent testing.

IMF Discussions Trigger Global Concern

Canadian Finance Minister François-Philippe Champagne confirmed the issue was a major topic at this week’s International Monetary Fund meeting in Washington DC.

"Certainly it is serious enough to warrant the attention of all the finance ministers,"

He warned that the uncertainty surrounding the technology is what makes it especially concerning.

"The difference is that the Strait of Hormuz - we know where it is and we know how large it is... the issue that we're facing with Anthropic is that it's the unknown, unknown."

Champagne stressed the need for immediate safeguards to protect global financial stability.

"This is requiring a lot of attention so that we have safeguards, and we have process in place to make sure that we ensure the resiliency of our financial systems,"

The comparison highlights growing anxiety among policymakers that unlike traditional financial risks, this emerging AI threat is harder to define, measure, or contain.

Cybersecurity Capabilities Under Scrutiny

Concerns surrounding Mythos have escalated beyond previous AI systems, though some cybersecurity specialists caution that public understanding of its abilities is still incomplete.

The UK’s AI Security Institute was granted early access to a preview version and produced the only independent assessment of its cybersecurity performance so far.

Researchers found the system could identify security flaws in weak or unprotected environments, but concluded it was not significantly more advanced than Anthropic’s earlier model, Claude Opus 4.

"Our testing shows that Mythos Preview can exploit systems with weak security posture, and it is likely that more models with these capabilities will be developed,"

Banks Prepare for Direct Testing

Top banking institutions are now preparing to test the model themselves before its wider release, in an effort to identify vulnerabilities within their own systems.

Barclays chief executive CS Venkatakrishnan described the situation as serious and warned that financial institutions must adapt quickly.

"It's serious enough that people have to worry."

He emphasized the need for urgent action to understand and mitigate risks.

"We have to understand it better, and we have to understand the vulnerabilities that are being exposed and fix them quickly."

Venkatakrishnan also noted that the financial world is entering a new era shaped by deep technological integration.

"this is what the new world is going to be"

Governments and Regulators Heighten Vigilance

Bank of England Governor Andrew Bailey also raised concerns, warning that the development could significantly increase cybercrime risks if exploited by malicious actors.

"We are having to look very carefully now what this latest AI development could mean for the risk of cyber crime."

He added that advanced AI systems could make it easier to detect weaknesses in core infrastructure, creating new opportunities for cybercriminals.

"The consequence could be that there is a development of AI, of modelling, which makes it easier to detect existing vulnerabilities in sort of core IT systems, and then obviously cyber criminals - the bad actors - could seek to exploit them."

The US Treasury has also engaged with major financial institutions, encouraging them to stress-test their systems ahead of any public release of Mythos.

Growing Race in Advanced AI Security

Industry sources suggest another major US AI company may soon release a similarly powerful model, potentially without comparable safeguards, raising further concerns about global regulatory readiness.

James Wise, partner at Balderton Capital and chair of the Sovereign AI unit backed by £500m in UK government funding, said Mythos represents just the beginning of a broader shift.

"the first of what will be many more powerful models"

He added that investment is now accelerating into defensive AI technologies designed to counter emerging risks.

"We hope the models that expose vulnerabilities are also the models which will fix them."

As governments, banks, and tech companies race to understand the implications, the emergence of Mythos is intensifying a global debate over how to secure financial systems in an era of rapidly advancing artificial intelligence.
