Katie Zacharia Says She Passed the Bar in China and Now Faces a California Bar Complaint

The Zacharia Credential Fight in Three Lines

  • A law degree is not a license, and California treats calling yourself a lawyer without one as a crime.
  • China’s bar exam is closed to foreigners, so “when I moved to China” doesn’t say where she passed anything.
  • The push to curb the ABA changes who approves law schools, not who needs a license.

Katie Zacharia has a Pepperdine law degree and a Beijing law firm on her résumé. What she lacks, so far, is any public record of admission to a bar in this country. That gap is now before the State Bar of California.

A government watchdog, Campaign for Accountability, filed the complaint Wednesday. It asks the bar to examine whether the new White House press secretary broke state law by repeatedly calling herself a lawyer on television and by serving as general counsel of a California nonprofit, Fix California. Holding yourself out as entitled to practice without a license is a misdemeanor there, punishable by up to a year in jail and a $1,000 fine.

A State Bar spokesperson confirmed no license on file under her married or maiden name. Popular Information’s Judd Legum checked all 50 states and D.C. and found nothing. Mediaite notes that inactive, suspended and disbarred lawyers stay on the rolls, so a name that appears nowhere means she never passed, never sat for the exam, or was turned away at the background-check stage.

That last possibility touches a nerve. Critics have long argued that character-and-fitness review lets a panel of insiders block honest graduates who spent years and a small fortune to qualify. Nobody outside Zacharia knows which explanation fits her. She hasn’t said.

What she has said came after her first briefing. Asked where she passed the bar, she answered, “When I moved to China.” She named no jurisdiction.

That answer has a problem. Only Chinese citizens can sit China’s national legal qualification exam, and foreign law firms’ offices there cannot practice Chinese law. Her LinkedIn lists an associate job at Zhong Lun Law Firm in Beijing from 2011 to 2013. A White House official says she moved with her husband for his private equity job and worked on international transaction law. Zacharia insists she had “all the appropriate credentials.” Neither she nor the White House has produced a license. China Justice Observer

Working inside a Chinese firm is not holding a license. A foreign graduate can do deal support, research and drafting without one. China licenses lawyers through the Ministry of Justice and that national exam, and no reports show her earning a bar admission anywhere abroad. Even if she had, California’s statute asks whether you are an active State Bar licensee or otherwise authorized under state law or court rule. A Chinese license fits neither. legalalphabet.com

Here is what most coverage skips. Her story lands in the middle of the biggest fight over who guards the legal profession in decades. Texas cut the ABA out of its law school approval in January, and Florida followed. Alabama did the same April 30, effective Jan. 1, 2027. Tennessee loosened its reliance Oct. 2. Ohio is weighing a proposal with FTC backing. Texas and Florida Scale Back ABA’s Law School Accreditation Role

Read the fine print. The ABA doesn’t license a single lawyer. Its accrediting council is a separate body, and state supreme courts decide who gets admitted. Texas and Florida’s new approved lists currently match the ABA’s school for school. Whoever approves the schools, someone still has to hand you a license before you call yourself a lawyer. That is where Zacharia’s problem lives. abajournal

Then there is the president. Outside the White House Tuesday, a reporter put the bar-exam question to Trump, and he handed it to her. Watch the clip. As she says “China,” Trump glances back over his shoulder at her. To this reporter, it looks like a man hearing something new. He didn’t step in to vouch for her record, and when Popular Information asked for proof of her license, the White House pointed to his Truth Social post calling her an attorney. Fox News

Her debut didn’t help. The briefing lasted 14 minutes, with questions from three reporters, and CNN reported White House officials already wondering how long she’ll last, one calling the appearance “brutal.” USA Herald counts at least 18 Fox News appearances since March 2025 that labeled her a lawyer. The pieces don’t line up yet.

White House Communications Director Steven Cheung attacked the group instead of answering the allegations and said nothing about a license. A complaint is not a finding. This one is conditional by its own terms, and the group concedes it doesn’t know whether she did legal work for Fix California. mediaite

If Zacharia holds a license anywhere, one number ends this.
