Michigan Double-Digit Health Insurance Hikes Set to Hit Consumers in 2027

Michigan double-digit health insurance

Michigan residents are facing another costly year for health coverage, as state regulators approve steep premium increases that will push insurance prices higher beginning in January 2027.

The Michigan Department of Insurance and Financial Services (DIFS) has approved average rate increases of 14.2% for individual health insurance policies and 9.6% for small-group plans covering businesses and organizations with fewer than 51 employees.

The new rates, detailed in a DIFS report issued Oct. 28, will take effect Jan. 1 and affect just over 800,000 Michigan residents. For many households and small businesses already navigating rising expenses, the increases represent another financial hurdle in the ongoing struggle to keep health care affordable.

Michigan Double-Digit Health Insurance Increases Continue

Health insurance costs have continued climbing in Michigan and across the United States since the COVID-19 pandemic. Insurers have repeatedly pointed to greater use of medical services, escalating prescription drug prices and rising treatment costs to explain their higher premiums.

Although the 2027 increases remain substantial, they are somewhat lower than the increases approved for the current year. In fall 2025, regulators authorized average increases of 20.2% for individual policies and 11.1% for small-group coverage.

The particularly sharp rise in individual premiums last year was linked partly to the expiration of additional Affordable Care Act subsidies. Those enhanced financial assistance measures, introduced through President Joe Biden's 2021 pandemic stimulus legislation, were not extended by Congress.

Without the additional subsidies, individual-market coverage became more expensive for many low- and middle-income consumers. The changes also raised concerns that healthier people would abandon their policies, leaving insurers with a pool of customers who generally require more medical care and cost more to cover.

The result was a difficult cycle: rising costs put pressure on premiums, while the potential departure of healthier customers threatened to increase the financial burden on those who remained insured.

Michigan's Increases Mirror National Insurance Trends

Michigan's newly approved rates appear consistent with broader developments in the individual health insurance market.

An analysis by KFF, formerly known as the Kaiser Family Foundation, found that health insurers nationwide were seeking a median premium increase of 15% for 2027 in the individual market, commonly associated with Affordable Care Act marketplace plans, also known as Obamacare.

That national figure puts Michigan's average individual-market increase of 14.2% in the same general range as the broader trend.

However, the full impact will vary among consumers. Remaining Affordable Care Act tax-credit subsidies can still cover a significant portion of premium costs for eligible people, depending on their income and circumstances.

As a result, some marketplace enrollees may be shielded from much of the increase, while others could face a considerably larger share of the additional expense.

Blue Cross Blue Shield of Michigan Announces Higher Rates

Blue Cross Blue Shield of Michigan, the state's largest health insurer, is raising premiums across several categories of coverage.

For individual-market policies, the company will increase rates by an average of 12.8%. Its individual-market Blue Care Network HMO plans will see average increases of 11.9%. Together, those two categories cover 162,421 enrollees.

Small businesses will also face higher costs. Blue Cross plans for small groups will rise by an average of 7%, while its small-group HMO plans will increase by an average of 10.7%. Those categories together cover 267,091 enrollees.

In a statement, Blue Cross said its approved rates reflect increasing medical and pharmacy claims trends. The company also identified an anticipated 10% increase in the cost of medical care and prescription drugs in 2027 as a major factor behind the premium adjustments.

"Helping Michigan families access high-quality, affordable health coverage remains our top priority," said Bill Tuthill, Blue Cross vice president of Individual Business.

Tuthill added that the company's rates reflect the expected cost of caring for members in 2027, which has increased as more medical and prescription drug data became available throughout the year.

UnitedHealthcare Faces the Largest Premium Increases

For some Michigan policyholders, the coming increases will be even more severe.

UnitedHealthcare customers with individual-market coverage will face the state's largest average premium increase for that category: 25.2%. The change will affect nearly 64,500 current enrollees.

The insurer will also impose the largest small-group premium increases among Michigan insurers, with rates rising between 14.5% and 14.8%.

The size of those increases places UnitedHealthcare customers among those facing the greatest immediate pressure from the state's 2027 insurance adjustments.

Asked about the need for the increases, UnitedHealthcare told the Detroit Free Press on Oct. 28 that its requested rates reflect significant annual increases in medical expenses.

The company cited higher hospital prices, greater use of medical services and rising costs for specialty prescription drugs.

"We remain committed to working with state regulators to ensure rates are fair, reflect the true cost of care and maintain market stability," the company said in its statement.

What the 2027 Rate Changes Mean for Michigan Residents

The latest approvals underscore a continuing challenge for families, workers and small businesses: health insurance premiums remain under pressure even as annual increases ease from the particularly steep levels approved for 2026.

For consumers shopping for individual coverage, the amount they ultimately pay will depend partly on their plan and eligibility for federal tax credits. Small businesses, meanwhile, will need to account for higher premiums when planning employee benefits and budgets.

With insurers pointing to medical claims, hospital prices and prescription drug costs, the pressure on premiums shows little sign of disappearing before the new rates take effect.

The central question for Michigan residents is how much of the added cost will land on their own budgets when 2027 coverage begins. While subsidies may soften the blow for some, the state's latest approvals make clear that affordable health coverage remains a difficult balancing act for insurers, employers and households alike.
