Washington, D.C. — On August 11, 2025, President Donald J. Trump signed an unprecedented Executive Order titled “Declaring a Crime Emergency in the District of Columbia”, immediately seizing operational control of the Metropolitan Police Department from the D.C. Mayor and transferring it to the U.S. Department of Justice (DOJ).

The move comes amid what Trump calls “disgraceful” levels of violent crime in the nation’s capital — levels he says surpass those of some of the most dangerous cities in the world. Trump has not mince words in his public announcements, declaring, “No more Mr. Nice Guy,” and at his news conference this morning, he pointed out that “the murder rate is Washington DC is higher than that of Bogotá, Colombia” … and “cities in Mexico.”

Alongside the order, Trump confirmed the deployment of the National Guard and announced that 120 of the FBI’s top, most advanced agents have already been deployed to D.C. to reinforce the crackdown.

A Legal Order With Sweeping Power

The Executive Order invokes Section 740 of the District of Columbia Self-Government and Governmental Reorganization Act (Public Law 93-198), commonly known as the Home Rule Act. This provision grants the President the authority to direct the Mayor in “special conditions of an emergency nature” to provide Metropolitan Police services for federal purposes.

In Trump’s own words from the order:

“I determine that special conditions of an emergency nature exist that require the use of the Metropolitan Police Department of the District of Columbia for Federal purposes, including maintaining law and order in the Nation’s seat of Government.”

Effective immediately, the Mayor of D.C. “shall provide the services of the Metropolitan Police force for Federal purposes for the maximum period permitted under section 740 of the Home Rule Act.”

Impact on the Mayor’s Authority

One of the most significant — and politically explosive — aspects of this order is that it effectively strips the Mayor of D.C. of any control over the Metropolitan Police Department until further notice.

Under Section 3 of the order, Trump formally delegated operational control to the U.S. Attorney General, directing that the Attorney General may “deem necessary and appropriate” the use of the Metropolitan Police for federal purposes.

This means the D.C. police chain of command now runs through the DOJ, not City Hall. Federal priorities — from protecting federal buildings to ensuring uninterrupted government operations — will guide law enforcement strategy in the capital.

The Crime Crisis Cited by the White House

The order details a sobering statistical picture:

  • Homicide rate in 2024: 54 per 100,000 residents — higher than all 50 states and several cities in Mexico and Colombia.
  • Robbery and violent crime rates among the highest of any large U.S. city.
  • Vehicle theft rate: 842.4 per 100,000 residents —more than three times the national average of 250.2.

The order characterizes these numbers as not just a local crisis but a national security risk, asserting that such violence “undermines critical functions of Government… and erodes confidence in the strength of the United States.”

A Model for Nationwide Crackdowns?

While this order applies specifically to Washington D.C., it could become a template for federal intervention in other cities experiencing surges in violent crime.

The concept is simple: if local governments are unable or unwilling to control violence that impacts federal operations or national security, the DOJ could assume temporary control of police forces under comparable legal authority.

For crime victims and their families, this shift in policing power could signal a new era of victim-centered enforcement — with greater emphasis on prosecuting violent offenders, imposing longer sentences, and prioritizing deterrence.

Implications for Law Enforcement Officers

This move also changes the legal landscape for officers themselves. In recent years, officers in some states have expressed concern about personal liability when enforcing laws amid shifting state and federal priorities — especially during immigration crackdowns in places like California.

By placing the Metropolitan Police under federal control, the DOJ assumes a more direct role in setting enforcement priorities and could provide stronger legal protections for officers acting under federal directives.

Potential Political Battles Ahead

D.C.’s Mayor and City Council may challenge the scope or duration of this federal takeover, potentially setting the stage for legal battles over home rule and federal authority. However, given the explicit statutory authority cited in Section 740 of the Home Rule Act, any challenge will face an uphill climb.

Critics will likely frame the order as an overreach of presidential power, while supporters will see it as a long-overdue assertion of law and order in the nation’s capital.

For now, the city’s policing is firmly in federal hands, and Washington is about to experience a level of law enforcement coordination not seen in decades.
