A proposed Peace Agreement framework between the United States and Iran has outlined an ambitious roadmap aimed at ending hostilities across the Middle East.

The document is designed to reduce tensions over Tehran's nuclear program and create a pathway toward broader diplomatic normalization.

Peace Agreement Signed, Talks Postponed

According to reports, the memorandum of understanding (MOU) would halt fighting involving the United States, Iran and their respective allies. It will extend a ceasefire to Lebanon, ease sanctions on Tehran, and launch 60 days of negotiations intended to produce a permanent settlement.

However, as of the latest reports, the White House has not publicly released the full text of the agreement, and planned talks in Switzerland have reportedly been postponed amid renewed regional violence.

February Conflicts Escalated to Operation Midnight Hammer

The latest conflict between the United States and Iran began in late February 2026 following escalating tensions over Iran's nuclear activities, regional proxy forces, and maritime security in the Persian Gulf.

Military operations quickly expanded beyond Iran itself, drawing in regional allies and proxy groups, including fighting involving Hezbollah in Lebanon and disrupting shipping through the Strait of Hormuz.

The conflict intensified after American and allied strikes targeted key Iranian military and nuclear facilities during Operation Midnight Hammer, severely damaging portions of Iran's nuclear infrastructure.

Iran responded with missile attacks, threats to regional shipping lanes, and support for allied militant organizations operating throughout the Middle East. The resulting hostilities heightened fears of a broader regional war while disrupting global energy markets and international commerce.

Peace Agreement Would Cover Multiple Fronts

Under the reported memorandum, all participating parties would suspend military operations throughout the region. The ceasefire would specifically include Lebanon, where fighting between Israel and the Iranian-backed Hezbollah organization has continued despite previous attempts at de-escalation.

The proposed framework is designed to provide a 60-day window during which diplomats would negotiate a comprehensive peace settlement while preventing further military escalation.

Nuclear Program is Central Issue to Peace Agreement

A significant portion of the agreement focuses on Iran's nuclear program.

According to the reported framework, Iran would reaffirm its longstanding pledge not to develop or acquire nuclear weapons.

Rather than requiring Tehran to immediately dismantle its remaining nuclear capabilities, the agreement would maintain the current status of its program while negotiators work toward a longer-term solution.

Among the issues scheduled for discussion are:

  • The future of Iran's uranium enrichment activities.
  • Iran's civilian nuclear energy requirements.
  • The disposition of Iran's stockpile of enriched uranium.
  • Long-term monitoring and verification measures.

The memorandum reportedly does not require Iran to immediately surrender or destroy its enriched uranium reserves but instead commits both governments to negotiate an acceptable resolution during the 60-day period.

Economic Relief Included in Framework of Peace Agreement

The proposed agreement also offers Iran significant economic incentives if negotiations proceed successfully.

During the interim negotiation period, the United States would reportedly:

  • Lift its naval blockade.
  • Suspend new economic sanctions.
  • Avoid increasing its military presence in the region.
  • Release an unspecified amount of frozen Iranian assets.
  • Issue temporary sanctions waivers allowing Iranian oil exports to resume.

Supporters argue these measures would provide immediate economic relief while encouraging continued diplomatic engagement.

Vice President JD Vance has defended the reported framework, saying many of the economic benefits will only become available if Iran fundamentally changes its behavior and fulfills the agreement's conditions.

Strait of Hormuz Maritime Security Plan

One of the agreement's most closely watched provisions concerns the Strait of Hormuz, one of the world's most important maritime oil routes.

Under the reported memorandum, Iran would guarantee safe, toll-free passage for commercial shipping through the strategic waterway during the 60-day negotiation period.

The agreement also calls for Iran, Oman and Gulf nations to begin negotiating new long-term maritime security arrangements that govern commercial shipping. In the Gulf. Regional sources have indicated discussions may eventually include fees for certain maritime services. Although, no final arrangements have been announced.

Roadmap Toward Permanent Settlement

If negotiators successfully reach a final peace agreement after the 60-day period, several major provisions could take effect.

According to the reported framework, the United States would withdraw its remaining regional forces within 30 days and lift sanctions imposed on Iran. Temporary sanctions waivers would become permanent, allowing Tehran to fully resume international oil exports.

The proposal also envisions creating a $300 billion reconstruction fund intended to assist Iran's economic recovery, although officials have indicated such assistance would depend on Iran meeting extensive political and diplomatic conditions.

Questions Remain Over Final Peace Agreement

Although the memorandum lays out a broad diplomatic roadmap, many of its provisions are expected to face significant political scrutiny in Washington, Tehran, and among America's regional allies.

Questions remain regarding sanctions relief, uranium enrichment, verification measures, troop withdrawals, and the reconstruction proposal.

Additionally, reports published after the agreement emerged indicate that planned negotiations in Switzerland have been delayed.

This leaves uncertainty about the timetable for implementing the proposed agreement. The latest reports claim neither Washington nor Tehran has released the complete official text of the memorandum.
