Ponzi Scheme Promised 15% Weekly Returns, Delivered $406 Million in Losses Instead, CFTC Says

The Fraud, By the Numbers

  • Federal regulators say four men ran a forex trading scam that pulled in nearly $1 billion from everyday investors.
  • Almost all of that money never touched a currency market — it went straight into the pockets of the people running the operation.
  • Participants who bought in are now out at least $406 million, according to the government's own count.

FLORIDA - Nearly a billion dollars. That's what the CFTC says Cash FX Group and its network of promoters vacuumed up from ordinary people chasing a promise that should have set off alarm bells the moment they heard it: 15% weekly returns.

Not annual. Weekly.

The agency filed suit this week in the Middle District of Florida against Cash FX Group S.A. based in Panama City, and its CEO, Huascar Jose Lopez Castillo, based in Brazil. Also named: The Conversion Pros, Inc. and its head, Ronald Pope of Oregon, plus a Florida man, Justin Halladay. The complaint lays out a multilevel marketing structure — the kind that recruits your neighbor, your cousin, your gym buddy — built on top of what regulators call an old-fashioned Ponzi scheme.

The pitch was slick. Cash FX told investors their money was in the hands of expert traders running proprietary algorithms, with artificial intelligence sharpening the edge. It's the kind of language that sells right now — AI is the word of the moment, and scammers know it. Say "algorithm" and "AI" together and suddenly a impossible return sounds almost plausible.

It wasn't. The CFTC says Cash FX barely traded currency at all. Instead, the operation ran on the oldest trick in the fraud playbook: new investor money paid the ‘returns’ owed to earlier investors. Meanwhile, millions flowed directly to the defendants themselves. To keep the illusion alive, the company sent participants account statements showing fictional trading gains — numbers invented to keep the cash coming in the door.

Eventually the math catches up. It always does. Participants have lost at least $406 million so far, per the complaint — and that figure could grow as the case moves forward.

"The Division of Enforcement has continued to refocus on its core mission of protecting the public from fraud and manipulation," said David I. Miller, the CFTC's Director of Enforcement. "This critical action, and the massive fraud it targets, reflects our steadfast commitment to addressing fraud wherever we find it."

The agency wants restitution for victims, disgorgement of the ill-gotten gains, civil penalties, and permanent bans on trading and registration for everyone named. It's also asking the court for an injunction to make sure none of the defendants can run something like this again.

Here's the part that should stick with readers: this wasn't some fly-by-night operation running out of a garage. Nearly a billion dollars moved through this scheme. That means thousands of people said yes — wired money, recruited friends, told family members it was safe. MLM-style fraud thrives on that social proof. When your own sister is telling you she's getting paid, skepticism gets harder to hold onto.

The lesson isn't new, but it bears repeating anyway: if a return sounds impossible, it usually is. Real trading operations don't guarantee weekly profits. Real fund managers don't need a recruitment pyramid to bring in capital. And regulators, for all the criticism they take for moving slowly, are still the ones left holding the paperwork after the money's already gone.
