Pretty Shocking’: U.S. Economy Loses 23,000 Jobs as Labor Market Stalls Again

Four months of positive job growth were supposed to mean the labor market had found its footing. July's report suggests otherwise.

The U.S. economy lost 23,000 jobs last month, a stunning miss against the 83,000 roles economists surveyed by Dow Jones had expected — and a sharp reversal from June's already modest gain of 57,000. The unemployment rate barely moved, ticking down to 4.1%.

The Miss Gets Worse the Deeper You Look

Bad as the headline number is, the Bureau of Labor Statistics buried an even more troubling detail beneath it: May and June's job totals were both revised sharply lower, a combined cut of 103,000 positions. May's gain shrank by 66,000 to a total of 129,000, while June's figure was reduced by 37,000 to just 57,000.

Revisions of that size don't just change the numbers on a spreadsheet — they change the story. What looked like a labor market cooling gradually now looks like one that may have been losing momentum for months without anyone fully realizing it.

A War, Oil Prices, and a Paycheck That Isn't Keeping Up

The report lands against a genuinely complicated backdrop. The United States remains at war with Iran, with no agreement yet in place to fully reopen the Strait of Hormuz — a standoff that has kept energy prices elevated even as they've eased slightly from their highs earlier in the year. Regular gasoline is averaging $4.04 a gallon, up 36% since the conflict began on February 28.

Wages, meanwhile, are falling behind. Average hourly earnings rose just 0.1% from June — 3.2% over the past year — well short of the 3.5% pace economists had expected, and well below inflation, which sat at 3.5% in its most recent reading.

Heather Long, chief economist at Navy Federal Credit Union, said wage growth's slide to a five-year low is the figure hitting Americans hardest right now, even as prices keep climbing. She didn't mince words about the broader picture, calling the report "bleak" and warning that the labor market is stalling out again.

Long also flagged a quieter but equally telling signal: the labor force participation rate in July fell to its lowest level since February 2021, meaning workers are leaving the labor force altogether rather than simply struggling to find jobs within it. More than two million people have exited the workforce since November — a trend Long described as "pretty shocking."

Allianz investment strategist Charlie Ripley offered a blunter diagnosis, suggesting the scale of the payroll miss signals a labor market that can no longer be counted on as a source of economic strength.

Where the Jobs Disappeared

The damage wasn't spread evenly. Local government education shed 50,000 roles — likely reflecting the normal seasonal dip as teachers head into summer break — while retail lost 19,000 jobs and the financial industry cut 14,000.

The leisure and hospitality sector, a category economists watch closely as an early indicator of consumer spending habits, contracted by 40,000 jobs. A meaningful pullback in hotel and restaurant employment is often read as a signal that households are starting to tighten their belts.

Not every sector retreated. Health care added 22,000 jobs, though the BLS noted the pace was slower than its average monthly gain over the past year. Manufacturing gained 5,000 positions and construction added 22,000 more — bright spots that come, in part, courtesy of the ongoing AI data center boom, a wave of investment that has lifted certain industries even as it has divided the communities hosting the centers themselves. Mining, oil and gas, transportation, and professional and business services all showed little change for the month.

Wall Street's Relief, and the Fed's New Calculus

Paradoxically, weak jobs numbers turned into good news for markets Friday. Investors who had been bracing for the Federal Reserve to raise interest rates — possibly as soon as September — read the report as reason for the Fed to hold off.

The S&P 500 closed up 0.6%, the Nasdaq Composite surged 1.3%, and the Russell 2000, which tracks smaller firms more sensitive to rate changes, gained 1.1%. Bond yields fell in tandem, with the 10-year Treasury yield dropping to around 4.6% — a benchmark that directly shapes the rates consumers pay on mortgages, credit cards and personal loans. The average 30-year fixed mortgage rate slid to 6.74% Friday afternoon, its lowest level since June 21.

Before the report, futures markets had priced in better-than-even odds of a September rate hike. After Friday's numbers, those odds fell to roughly 40%.

The Bigger Picture

For a Federal Reserve caught between a war-driven energy shock and a labor market that keeps disappointing, July's report doesn't offer a clean answer — it offers a trade-off. Weaker hiring may buy the Fed room to hold rates steady, but it does little to help the millions of workers watching wage growth slow just as prices keep climbing, or the two million-plus Americans who have simply stopped looking for work altogether since November.

Whether September brings a rate hike, a pause, or something else entirely may now depend less on inflation data and more on whether July's stall turns out to be a blip — or the start of something longer.
