Stacy Abrams Role in the 2 billion Dollar “Slush” Fund to Climate United

Elon Musk and former President Donald Trump’s audit into federal spending has unearthed troubling findings, including the alleged existence of a $375 billion slush fund. This massive sum, funneled through the United States Agency for International Development (USAID) and the Environmental Protection Agency (EPA), has reportedly benefited key Democratic figures, including activist and politician Stacy Abrams.

EPA Administrator Lee Zeldin froze some award funds. On Tuesday he questioned why $7 Billion was awarded to a coalition of nonprofits.

Climate United says it has been shut out of a bank account holding the money since Feb. 18 and cannot access the funds it was awarded in August. The group says it has received no explanation for the freeze from either EPA or Citibank, which administers the funds.

“Climate United has sought information on why its funds are being frozen and has been stonewalled at every turn,” coalition attorney Adam Unikowsky of Jenner & Block wrote.

The distribution of some of these funds has come under scrutiny, with reports suggesting that John Podesta—a long-standing Democratic operative with deep ties to Hillary Clinton—was responsible for handling the money. Podesta was appointed in 2022 by President Joe Biden to oversee climate-related funding efforts, a decision now being heavily questioned.

Kamala Harris and a Mysterious $7 Billion Check

Further complicating matters, Senator John Kennedy of Louisiana has pointed to suspicious financial activity linked to former Vice President Kamala Harris.

According to Kennedy, a $7 billion check was personally delivered by Harris to a Bethesda, Maryland-based group called The Climate United Fund (TCUF). However, concerns have been raised about the legitimacy of this organization:

  • TCUF was incorporated only on November 30, 2023, just five months before receiving the massive cash infusion.
  • The organization has no federal filings and is absent from the IRS Charities database.
  • Despite receiving $7 billion, it has only publicly disclosed $8 million for a solar project loan and $32 million for university solar projects—a fraction of the total grant.

With no publicly available accounting or detailed spending plans, watchdog groups are questioning why newly formed middleman organizations like TCUF are being used instead of established environmental groups.

EPA’s $20 Billion

Another major concern is the EPA’s rapid allocation of $20 billion, which was reportedly held by Citibank before being directed toward a nonprofit tied to Stacy Abrams. Lee Zeldin, the newly appointed EPA administrator, has since launched an effort to reclaim these funds.

Abrams, a two-time Georgia gubernatorial candidate, dismissed the allegations, calling them a politically motivated distraction by Trump and his allies.

“His failure to deliver on any of his promises and instead of doing his work, he's going after those of us who are doing the work of the American people,” Abrams stated.

She defended her record, highlighting her work in Georgia:

“I am very proud of the work that I've done to protect voting rights, to lower the cost of energy for real people in the state of Georgia and working with organizations that want to do it around the country.”

Power Forward Communities and Stacy Abrams Connection

Power Forward Communities is a program led by five organizations including Rewiring America, a nonprofit group that former Democratic state Rep. Stacey Abrams has worked with since 2023.

Power Forward Communities received a $2 billion government grant from the Environmental Protection Agency in 2024.

It is worth noting that on February 24, 2025, 8 months after receiving the funds Power Forward Communities issued a press release claiming “Today’s announcement commits $539 million of the $2 billion EPA grant.”

Abrams is connected to that group but says she only has an advisory role.

When pressed on her involvement with the organization that received federal funding, Abrams claimed:

“I led a project in Southwest Georgia that has lowered the cost of energy for struggling families and I'm extraordinarily proud of that work. And because of that work, because of the work of five major organizations around this country that have done more than 250 years of service combined, the Biden Administration authorized a grant.”

“I did not work for the entity that received the grant ultimately. I worked for one of the partner organizations. But I was very much a part of pushing and showing America that we can lower prices, that the money is there, the will is there, and the capacity is there. What is not there is Donald Trump and his lackeys’ willingness to let the American people get the benefit.”

Senator Kennedy’s Take on the Issue

Senator Kennedy has raised serious concerns about the funding allocations, questioning the legitimacy of the organizations receiving these large sums:

“Here's what I see. I see two organizations (not 5)  in the last year or so of President Biden's administration on their filings. They say they have no experience and no accomplishments. One of them only has a hundred bucks in the bank.”

“Senior counsel is Miss Stacy Abrams, a well-known Democratic politician who is asking the president of the United States and his EPA for $2 billion cash to fight gas stoves. And getting the money to the exclusion of every other applicant who might have been able to use that money.”

Kennedy further criticized the spending habits of the current administration:

“This is the type of spending porn that President Trump and Mr. Musk are uncovering that people are screaming about.”

Call for Accountability

The allegations have sparked a heated debate over transparency and accountability in federal spending. With billions of taxpayer dollars allegedly being funneled into questionable organizations, calls for an independent audit and further investigations are growing.

“I'm going to repeat what I started with—there's nothing wrong with wanting to know what they do and did with our money,” Kennedy stated. “And that's all President Trump and Mr. Musk are doing. That's all we want—just some responsibility in our federal government. But they don’t want any of that accountability because it exposes the grift.”

As scrutiny intensifies, both the Biden administration and those implicated, including Stacy Abrams, face mounting pressure to provide transparency on the allocation of these federal funds.
