Tetrad Enterprises LLC, a project development company focused on large-scale utility and infrastructure projects, filed for Chapter 11 bankruptcy protection in Puerto Rico Tuesday, listing both assets and liabilities somewhere between $10 billion and $50 billion — a staggering range that leaves considerable room for interpretation about the company's actual financial position.

A Filing With More Questions Than Answers

What's missing from the petition may be just as notable as what's in it. No first-day declaration — the document companies typically file to explain their reasoning for seeking bankruptcy protection and outline their strategy going forward — has been submitted yet. A representative for the debtor did not immediately respond to a request for comment on the details behind the filing.

In the petition itself, Luis Guillermo Hernandez-Rivera, managing director of Tetrad Enterprises, disclosed that the company has fewer than 50 creditors — a relatively small creditor pool for a company reporting liabilities that could reach as high as $50 billion.

Who's Owed What

The petition lays out a mix of secured and unsecured claims, though the total dollar figures involved are modest compared to the company's headline asset and liability range.

Among the secured creditors: JLG Consulting Engineering PSC holds a claim of approximately $2.5 million, Banco Popular de Puerto Rico holds a claim of $1.2 million, and FirstBank of Puerto Rico holds a claim of $1.6 million, according to the filing.

On the unsecured and priority claim side, Puerto Rico's Department of Treasury — the Departamento de Hacienda — is listed with a claim of $1.14 million. JLG Consulting Engineering also appears here a second time, holding a separate unsecured claim of $3.4 million on top of its secured position.

What Happens Next

Tetrad Enterprises is represented by Wallace Vazquez Sanabria of WVS Law LLC as the case moves forward. But with no first-day declaration filed and a debtor that hasn't yet responded to requests for comment, the central question raised by this filing remains open: how a company listing tens of billions in assets and liabilities is being managed through bankruptcy with fewer creditors than a mid-sized local business might carry.
