Deep Cuts Paired With Targeted Investments

The White House proposal, released Friday, outlines a 23% reduction to NASA’s overall funding—amounting to a $5.6 billion cut. At the same time, it boosts the Artemis moon program with an additional $1 billion, highlighting a strategic pivot toward human spaceflight.

However, the proposal slashes NASA’s science programs by nearly 50%, raising alarms among experts who argue that research is the backbone of exploration. Like trimming the roots of a tree while expecting it to grow taller, critics warn the cuts could weaken the very foundation of future missions.

Critics Warn of Scientific Setbacks

“There’s cuts to outer solar system programs, astrophysics, heliophysics—all things that feed into the human program,” said Jack Kiraly of The Planetary Society.

Kiraly and others question how NASA can sustain ambitious goals—like lunar bases and Mars missions—while scaling back the research that makes them possible. He described the proposal bluntly as “a budget of surrender.”

The plan has drawn sharp criticism from advocacy groups, which argue it threatens U.S. dominance in space science. A statement from The Planetary Society warned it could “undermine” recent milestones, including the upcoming Artemis II mission and the near-completion of the Nancy Grace Roman Space Telescope.

NASA Leadership Defends the Plan

NASA Administrator Jared Isaacman voiced support for the proposal, emphasizing that NASA’s funding still surpasses that of any other space agency globally.

“NASA’s science budget is greater than every other space agency combined,” Isaacman said, pointing to an additional $10 billion allocated in Trump’s “One Big Beautiful Bill” for human spaceflight and Mars exploration.

With that funding, he argued, NASA can pursue lunar settlements, develop nuclear-powered spacecraft for Mars, and advance key science missions. “NASA doesn’t have a top-line problem,” he said.

Uncertainty Clouds Key Programs

Despite assurances, major initiatives remain in limbo. Plans to replace the aging International Space Station face uncertainty, especially with a proposed $1.1 billion cut to its budget.

NASA has long aimed to transition to commercially built space stations, but officials now acknowledge weak market demand. “Tourism hasn’t really materialized,” said ISS program manager Dana Weigel, noting the lack of sustained private-sector interest.

The agency is now reconsidering its approach, exploring partnerships to attach new modules to the ISS that could later operate independently. Still, funding gaps and shifting priorities cast doubt on whether such plans are feasible.

Political and Industry Tensions

The proposal mirrors similar cuts introduced last year that lawmakers ultimately rejected. Bipartisan voices in Congress have consistently advocated maintaining—or increasing—NASA’s science funding.

Isaacman, a former private astronaut with ties to SpaceX and its CEO Elon Musk, has also faced scrutiny over potential conflicts of interest. During his confirmation, he defended those ties, stating they were no different from NASA’s broader reliance on commercial partners.
