President Donald Trump has formally notified Congress that U.S. hostilities with Iran, which began on Feb. 28, have been “terminated,” a move that could significantly alter the legal and political battlefield surrounding presidential war powers.

In a letter sent Friday to House Speaker Mike Johnson, Trump emphasized that active conflict has ceased, though he stopped short of ruling out future military action — leaving the door open like a storm not fully passed.

A strategic reset under the War Powers Act

At the heart of the announcement lies the War Powers Act, which requires presidents to seek congressional authorization for military engagements lasting more than 60 days.

By declaring the hostilities over, Trump effectively resets that clock — a maneuver that could complicate efforts by Congress to challenge or restrict further military involvement through a war powers resolution.

“On April 7, 2026, I ordered a two-week ceasefire. The ceasefire has since been extended. There has been no exchange of fire between United States forces and Iran since April 7, 2026,” Trump wrote.
“The hostilities that began on February 28, 2026, have terminated.”

Ceasefire or pause? Debate intensifies in Washington

The administration has hinted at a flexible interpretation of the timeline. Defense Secretary Pete Hegseth told the Senate Armed Services Committee that the 60-day limit could “pause or stop” during a ceasefire — a claim that has sparked immediate pushback.

Democrats rejected that argument, contending that the continued U.S. naval blockade still qualifies as active hostilities.

Republicans, however, appeared more receptive. Sen. Todd Young suggested the president may have intentionally left himself “wiggle room,” signaling that lawmakers are still parsing the implications.

Senate blocks effort to curb presidential authority

The legal tension spilled onto the Senate floor Thursday, where lawmakers voted on a resolution aimed at forcing Trump to either end military operations or seek formal congressional approval.

The measure failed in a narrow 47–50 vote. Two Republican senators — Susan Collins and Rand Paul — broke ranks to side with Democrats, but it was not enough to pass the resolution.

The vote underscores the deep divide in Washington over how far presidential authority should extend in matters of war.

The bottom line: A pause with uncertainty ahead

Despite declaring the current phase of conflict over, Trump made clear that future military actions remain on the table — treating them as separate engagements under the War Powers framework.

“The Department of War continues to update its force posture in the AOR… as necessary and appropriate to address Iranian and Iranian proxy forces’ threats and to protect the United States and its allies and partners,” Trump wrote, referencing ongoing strategic adjustments.
