Trump Insists Russia-Ukraine “Energy Ceasefire” Is Holding as Zelenskyy Reports New Strikes and Lavrov Says the War Will Go On

WASHINGTON, D.C. — President Donald Trump insisted Tuesday that an "energy ceasefire" between Russia and Ukraine is holding, even as Kyiv reported fresh Russian strikes on its power infrastructure and Moscow's top diplomat said Russia will keep fighting.

The dispute, which has rattled oil markets and caught European allies off guard, comes less than three weeks before the November 3 midterm elections, when voters angry about the cost of living will deliver their verdict on the White House.

Trump: "Ridiculous War" Must End

Trump said Russia and Ukraine agreed to stop attacking each other's energy infrastructure. He urged both sides to end what he called a "ridiculous war" and acknowledged that violations have occurred on both sides.

The announcement came Sunday. According to reporting by Al Jazeera, Kyiv and European allies were reportedly surprised by it. It followed by two days a U.S. decision to ease sanctions on Russian diesel, a move that drew criticism from Europe, Ukraine and some U.S. lawmakers.

Kyiv Says Russia Kept Striking

Ukrainian President Volodymyr Zelenskyy said Russia hit at least six Ukrainian energy facilities after the truce was announced, wounding 33 people in a single day. He said Ukraine supports an energy ceasefire, has not attacked Russian refineries, and is willing to sign guarantees.

Russian Foreign Minister Sergey Lavrov, by contrast, rejected any pause in fighting and said Russia will continue its military operation. That statement sharply undercuts the president's claim of an agreement, and the Kremlin has offered no detailed confirmation of the terms Trump described.

Why Energy Is the Battlefield

Energy infrastructure has been among the most consequential targets of the war. Strikes on power plants, substations and fuel facilities leave Ukrainian civilians without heat and electricity as winter approaches, while Ukrainian drone attacks on Russian refineries and depots reduce Moscow's fuel output and export revenue.

A genuine mutual halt would be a major relief for ordinary Ukrainians heading into the cold months. It would also take pressure off global fuel markets. Oil prices fell after Trump's announcement, according to live coverage by France 24.

The Midterm Connection

Analysts quoted in coverage tie the move to the White House's effort to lower fuel prices before voters head to the polls. Surveys suggest many Americans blame the administration for rising living costs, and gasoline and diesel prices are among the most visible measures of that frustration.

Critics argue that easing sanctions on Russian diesel rewards Moscow while the war continues. Supporters of the president counter that lower energy costs help American households and that any step toward a ceasefire is worth pursuing. The administration has not detailed what, if anything, Russia gave in return.

Europe Hardens Its Stance

While Washington eases some restrictions, Europe is moving the other way. The European Union approved its largest sanctions package since 2022, adding about 1,569 individuals and entities. German Chancellor Friedrich Merz said sanctions will remain in place.

The split highlights a widening gap between U.S. and European approaches. NATO also warned Russia this week over what it described as escalating hybrid attacks, a term for sabotage, cyber operations and other below-the-threshold actions, while the Baltic states remain on alert.

What It Means for Americans

For American drivers and businesses, the immediate stakes are prices at the pump and the cost of diesel, which underpins trucking and shipping. If the truce collapses, energy markets could swing quickly, and any renewed spike would land at the worst possible political moment for the administration.

For national security, the episode raises a broader question: can a declared ceasefire that one party publicly rejects deliver anything durable? Analysts say verification is the missing piece. Without monitors, agreed target lists and a channel for reporting violations, each side can accuse the other and the claim of a truce becomes a matter of political messaging rather than fact on the ground.

Zelenskyy's willingness to sign guarantees suggests Kyiv sees an opening. Whether Moscow does is the open question, and Lavrov's remarks suggest it does not. In the days ahead, watch for three signals: whether strikes on energy sites continue, whether the Kremlin formally confirms any terms, and how oil markets react if the truce frays.

This report is based on coverage by Al Jazeera, France 24, CNBC, PBS NewsHour and other outlets. The situation is developing.
