Ragan Sierra Moreno, who works as a Dallas Public Defender, found herself in hot water when authorities arrested her on charges of abuse of official capacity. 

It is believed she developed a "personal relationship" with an inmate named Todd Whitfield, who was previously her client.

Dallas law enforcement alleges that Moreno's close ties with Whitfield took a troubling turn when she shared sensitive victim information with him during their personal interactions. 

This information enabled Whitfield to issue threats to the victims. The inmate sent the threatening text messages from his jail tablet, the affidavit said.

Dallas Public Defender Career Cut Short 

Moreno, who had been working for eight months in the Dallas County Public Defender's Office. The Dallas County Sheriff's Department confirmed her arrest and dismissal from the office in a press release.

Suspicion of Moreno's behavior initially arose when a detention service officer noticed her spending an unusual amount of time with Whitfield, despite her no longer representing him. 

The officer's concerns intensified when it was discovered that Moreno had inappropriately used her Dallas County ID to access both the inmate and criminal records of another prisoner. These actions led to Moreno's arrest, with a bond of $5,000 posted to secure her release.

Details from an arrest affidavit, as reported by Dallas ABC affiliate WFAA, shed light on the unfolding drama.

 Moreno's relationship with Whitfield, whom she had previously represented on a burglary of vehicles charge, went beyond the professional. Their involvement continued even after the case had been dismissed, as revealed by an unnamed source.

Detectives involved in the case noted that the phone conversations between Moreno and Whitfield exhibited an unusually personal tone. 

In a September 5 call, Moreno allegedly planned to "expose herself" to Whitfield from the top of a courthouse parking garage, adjacent to the jail. He gave her the signal to proceed by waving a towel from his jail cell window. 

The plan failed when a Dallas County Marshal vehicle appeared nearby.

Abuse of Access to Sensitive Information

The arrest warrant claims that Whitfield requested Moreno's assistance in looking up his brother's assault and family violence cases dating back to 2020 during a September 12 call. 

Using her county-issued laptop, she accessed sensitive information. She passed the initials of at least three victims involved in the case. Whitfield allegedly used this information to send threatening messages from the jail.

One message reportedly stated, "I swear before Christ you haven’t met me, but you will, and how you meet me depends all on you," according to the affidavit.

The Texas Bar Association revealed that Moreno had earned her law license in 2020 and had no prior disciplinary history. She graduated from the University of North Texas at Dallas in May 2020, according to the bar. However, this promising legal career now stands tainted by the allegations of misconduct and abuse of access.
