ACP Funding Issues, Internet Affordability for Millions at Stake

The Affordable Connectivity Program ACP

The Affordable Connectivity Program (ACP) is a lifeline for low-income households struggling with internet expenses.

Projections suggest that the program might run out of money by mid-2024. And millions of American families, especially those from Black and Hispanic communities, are facing the prospect of significant spikes in internet costs.

President Joe Biden requested an additional $6 billion in funding from Congress to sustain the ACP through the end of 2024. 

However, with the current funding of less than $5 billion rapidly depleting, the threat of the program's expiration looms large. Congress has yet to incorporate this funding into a bill, leaving the ACP's fate hanging in the balance.

ACP Impacts on the Digital Divide

With over 22 million households currently enrolled, the ACP has played a pivotal role in bridging the digital divide.

 The program offers monthly subsidies ranging from $30 to $75, supporting approximately 19% of all broadband subscriptions in the United States. 

Christopher Ali, a professor of telecommunications at Penn State University, emphasizes the success of the ACP in connecting millions of families that were previously priced-out of the market.

An analysis by the Benton Institute reveals the ACP's significant impact on broadband adoption, particularly in cities with high poverty rates such as Detroit, Cleveland, and Baltimore.

The program has exceeded expectations in areas with larger Black and Hispanic populations, addressing digital disparities and fostering inclusivity.

Despite its success, over half of the eligible households claimed they had never heard of the ACP at the beginning of 2023.

Affordability: The Primary Barrier to Internet Access

Although enrollment has increased by 6 million households since then, nearly 26 million eligible households are not enrolled in the program.

While broadband infrastructure receives significant attention and funding, affordability remains the primary barrier for most individuals. 

A 2021 Pew Research Center survey highlighted that 20% of non-subscribers cited cost as the main reason for lacking home internet, surpassing other reasons, including service availability. This underscores the importance of ongoing efforts to address the affordability aspect of internet access.

Advocacy for ACP 

Despite the funding dilemma, the ACP enjoys rare bipartisan support, with 78% of voters, including Republicans, Democrats, and Independents, advocating for its continuation.

A group of 26 governors has also expressed support through a letter urging Congress to extend funding. The Federal Communications Commission (FCC) is expected to set a notification date for internet providers to inform ACP participants about the program's potential expiration.

Applying for ACP 

Applying for the ACP subsidy involves submitting an application to the Federal Communications Commission (FCC) or through the internet provider's website.

The process requires gathering various income-related documents for approval, and once sanctioned, the federal government disburses the subsidy to the internet provider, who applies it to the user's internet bill.

Income Eligibility 

Households that participate in federal programs like Lifeline, Federal Public Housing Assistance, Medicaid, SNAP, Supplemental Security Income, and the Special Supplemental Nutrition Program for Women, Infants, and Children usually qualify for ACP. 

Alternatively, eligibility extends to households with an income less than or equal to 200% of federal poverty guidelines. The Lifeline program, a federal initiative providing a $9.25 monthly subsidy, offers a more permanent solution for qualifying low-income households.

Numerous internet service providers offer discounted plans for low-income households, including AT&T, Cox, Optimum, Spectrum, and Xfinity. Leveraging these programs, along with purchasing personal internet equipment and exploring low-income plans, can contribute to maximizing internet affordability.
